Abstract

The pressure and impact of the Covid-19 pandemic on the world including Indonesia has had a significant impact both in the health and non-health sectors. The handling of the Covid-19 pandemic in Indonesia for the past two years has prompted President Joko Widodo to issue various Covid-19 policies through health protocols and vaccination programs. Policies issued by the government in various ways by implementing public policy communication patterns by the government from the central to the regional levels. This research will describe how to handle Covid-19 in the Riau Island Province which has small outer islands which are even very difficult to reach. So that the policies regarding the handling of Covid-19 established by the regional government of the Riau Islands province can be conveyed and implemented properly and get positive feedback as expected. The public policy communication is described in a public policy communication model. The research was conducted using descriptive research methods, through a qualitative approach. Researchers collected primary data by interviewing 5 informants who came from the Covid-19 Task Force of the regional government of the Riau Island province. The results of the research show the stages in the communication process that have been built by the regional government of the Riau Island province, resulting in 3 (three) Public Communication Models, including: Informative Public Communication Model, Persuasive Public Communication Model, and Directive Public Communication Model. Tekanan dan dampak yang ditimbulkan dari pandemic Covid-19 kepada dunia termasuk Indonesia berpengaruh signifikan baik di bidang kesehatan dan non-kesehatan. Penanganan pandemi Covid-19 di Indonesia sejak dua tahun terakhir telah mendorong dikeluarkannya berbagai kebijakan Covid-19 oleh Presiden Joko Widodo melalui protokol kesehatan dan program vaksinasi. Kebijakan yang dikeluarkan oleh pemerintah melalui berbagai cara dengan menerapkan pola komunikasi kebijakan public oleh pemerintah dari tingkat pusat hingga daerah. Penelitian ini akan menggambarkan bagaimana penanganan Covid-19 di Provinsi Kepulauan Riau yang memiliki pulau-pulau kecil terluar yang bahkan sangat sulit di jangkau. Sehingga kebijakankebijakan mengenai penaganan Covid-19 yang ditetapkan oleh pemerintah daerah provinsi Kepulauan Riau dapat tersampaikan dan terlaksana dengan baik serta mendapatkan feedback yang positif seperti yang diharapkan. Komunikasi kebijakan publik tersebut digambarkan dalam suatu model komunikasi kebijakan public. Penelitian dilakukan dengan metode penelitian deskriptif, melalui pendekatan kualitatif. Peneliti mengumpulkan data primer dengan mewawancarai 5 orang informan yang berasal dari Satuan Tugas Covid-19 pemerintah daerah provinsi Kepulauan Riau. Hasil penelitian menunjukkan tahapan dalam proses komunikasi yang telah dibangun oleh pemerintah daerah provinsi Kepulauan Riau, menghasilkan 3 (tiga) Model Komunikasi Publik, antara lain: Model Komunikasi Publik Informatif, Model Komunikasi Publik Persuasif, dan Model Komunikasi Publik Direktif.
