Abstract

Cyber Public Relations is a modern initiative for public relations actors in utilizing technological developments to maximize the communication process. The use of cyber public relations is based on increasingly sophisticated technology and is connected to the internet, so that distance and time limitations can be solved. In line with Presidential Instruction No. 6/2001 dated April 24, 2001, Indonesia introduced the e-Government initiative on Telematics (Telecommunications, Media and Informatics) which states that government officials must use telematics technology to support good governance and accelerate the democratic process. The National Library of Indonesia is one of the institutions that implements e-Government by carrying out various transformations to reach each of its stakeholders. This study aims to find out and describe how the cyber public relations through Instagram social media are to meet the needs of service information at the National Library of Indonesia. The research method used in this study is qualitative research with qualitative descriptive methods, and uses data techniques of indepth interviews and observations. Based on the results of the study, the results were obtained that the National Library of Indonesia has utilized cyber public relations through Instagram social media as one of the communication strategies used to meet the needs of the audience in obtaining information. Key Words: Cyber Public Relations, Social Media, Instagram Cyber Public Relations merupakan inisiatif modern bagi pelaku public relations dalam memanfaatkan perkembangan teknologi untuk memaksimalkan proses komunikasi. Penggunaan cyber public relations didasari oleh teknologi yang semakin canggih dan terkoneksi dengan internet, sehingga keterbatasan jarak dan waktu dapat dipecahkan. Sejalan dengan Instruksi Presiden No. 6/2001 Tanggal 24 April 2001, yaitu Indonesia memperkenalkan inisiatif e-Government tentang Telematika (Telekomunikasi, Media dan Informatika) yang menyatakan bahwa aparat pemerintah harus menggunakan teknologi telematika untuk mendukung good governance dan mempercepat proses demokrasi. Perpustakaan Nasional Indonesia menjadi salah satu lembaga yang mengimplementasikan eGovernment dengan melakukan berbagai transformasi untuk menjangkau setiap stakeholdernya. Penelitian ini bertujuan untuk mengetahui dan menggambarkan bagaimana pemanfaatan cyber public relations melalui media sosial Instagram terhadap pemenuhan kebutuhan informasi layanan di Perpustakaan Nasional Indonesia. Metode penelitian yang digunakan dalam penelitian ini adalah penelitian kualitatif dengan metode deskriptif kualitatif, serta menggunakan teknik pengumpulan data berupa indepth interview dan observasi. Berdasarkan hasil penelitian diperoleh hasil bahwa Perpustakaan Nasional Indonesia telah memanfaatkan cyber public relations melalui media sosial Instagram sebagai salah satu strategi komunikasi yang digunakan untuk memenuhi kebutuhan khalayak dalam mendapatkan informasi.
