Abstract

One of the most difficult problems faced by DKI Jakarta and surrounding cities today is that traffic demand exceeds the provision of road space. This problem is getting worse because more people own and use private vehicles. In part, this is due to high economic growth, inadequate public transportation services, the ease of owning private vehicles and massive urban development. The level of traffic congestion and crowds at the Jl. RS Fatmawati Raya section is quite large because it is one of the main and alternative routes. Congestion on this road is caused by various factors, so far what is considered to be the cause is the residents choosing private vehicles, other factors that are related and contribute greatly to the traffic congestion in the road section of Jl. RS Fatmawati Raya. A number of breakthroughs have been made by the DKI Jakarta Provincial Government together with the Directorate of Traffic of the Metro Jaya Regional Police to parse the volume of vehicles on the road, one of which is the even and odd policy. This final project aims to analyze even and odd policies on the performance of Fatmawati Raya Hospital road section. The method used in this research is Manual Capacity of Indonesian Road 1997 method and Guidelines Capacitu of Indonesian Road 2014. The steps are; preparation, preface survey, identification problem, collecting data, existing condition data analyzing, and giving solution alternative. Based on the result of analyzing, results obtained that the performance of the road segment has the highest degree of saturation on Thursday, 14 November 2019 at 17.00- 18.00 on Jalan RS Fatmawati Raya POS 1 is 0.80 and entered into the LOS D category. Meanwhile for the performance of Jalan RS Fatmawati Raya POS 2 on Thursday, November 14, 2019 had a degree of saturation of 0.67 or entered into the LOS C category. For the results of the anayzing of side constraints on the roads in the Jl. RS Fatmawati Raya POS 1 and POS 2 sections generally included in the medium category, with a frequency value of 302,6. The most effective alternative solustions to improve the level of service performance of the most effective road segments are by combining alternative solution 1, that is motorcycle restrictions with odd / even policies at certain operating hours and alternative solutions 2 with scenarios to minimize side barriers by providing prohibited stop signs and restricting outgoing access / enter from / to minor road (assumed to be reduced by 50% from the side obstacle survey data) so that the value of the side obstacle changes to the low category. The level of road service that was originally in the LOS D category with a degree of saturation value of 0.80 changed to the LOS C category with a degree of saturation value of 0.56. Salah satu persoalan paling pelik yang dihadapi DKI Jakarta maupun kota sekitarnya saat ini adalah permintaan lalu lintas melebihi penyediaan ruang jalan. Masalah ini semakin bertambah karena lebih banyak lagi warga yang memiliki dan menggunakan kendaraan pribadi. Sebagian diakibatkan oleh tingginya pertumbuhan ekonomi, pelayanan angkutan umum yang kurang memadai, kemudahan memiliki kendaraan pribadi dan pengembangan kota yang bersifat massif. Tingkat kepadatan dan keramaian lalu lintas di titik ruas jalan RS Fatmawati Raya cukup besar karena merupakan salah satu jalur utama dan juga jalur alternatif. Kemacetan diruas jalan ini disebabkan oleh berbagai faktor, selama ini yang dianggap menjadi penyebab adalah warga memilih kendaraan pribadi, faktor lain yang berkaitan dan berkontribusi sangat besar terhadap kemacetan kesemrawutan lalu lintas di ruas jalan RS Fatmawati Raya. Berbagai terobosan coba dilakukan Pemprov DKI Jakarta bersama Ditlantas Polda Metro Jaya untuk mengurai kepadatan volume kendaraan di jalan salah satunya yaitu dengan adanya kebijakan ganjil genap. Tugas akhir ini bertujuan untuk menganalisis kebijakan ganjil genap terhadap kinerja ruas jalan RS Fatmawati Raya. Metode yang digunakan dalam penelitian ini adalah metode Manual Kapasitas Jalan Indonesia 1997 dan Pedoman Kapasitas Jalan Indonesia 2014. Langkah-langkah kerja meliputi; persiapan, survei pendahuluan, identifikasi masalah, survei pengumpulan data, analisis data, dan pemberian alternatif solusi. Berdasarkan hasil analisis didapatkan kinerja ruas jalan memiliki derajat kejenuhan tertinggi pada Kamis, 14 November 2019 pukul 17.00-18.00 di jalan RS Fatmawati Raya POS 1 adalah 0,80 dan masuk kedalam kategori Tingkat Pelayanan LOS D. Sementara untuk kinerja ruas Jalan RS Fatmawati Raya POS 2 pada kamis, 14 November 2019 memiliki nilai derajat kejenuhan 0,67 atau masuk kedalam kategori LOS C. Untuk hasil analisis hambatan samping pada ruas jalan RS Fatmawati Raya POS 1 dan POS 2 umumnya masuk kedalam kategori sedang, dengan nilai frekuensi bobot sebesar 302,6. Alternatif solusi untuk memperbaiki tingkat pelayanan kinerja ruas jalan yang paling efektif adalah dengan mengkombinasikan alternatif solusi 1 yaitu pembatasan sepeda motor dengan cara kebijakan ganjil/genap pada jam operasional tertentu dan alternatif solusi 2 dengan skenario meminimalkan hambatan samping dengan memberikan rambu dilarang berhenti dan membatasi akses keluar/masuk dari/menuju jalan minor (diasumsikan berkurang 50% dari data survey hambatan samping) sehingga nilai dari hambatan samping berubah menjadi kategori rendah. Tingkat pelayanan jalan yang semula berada pada kategori LOS D dengan nilai Derajat Kejenuhan 0,80 berubah menjadi kategori LOS C dengan nilai Derajat Kejenuhan 0,56.
