Abstract
This research aims to analyze the framing of online media news Detik.com and Kompas.com related to the funding of land acquisition for Yogyakarta-Bawen Toll Road by the State Asset Management Institute (LMAN). The research background covers the important role of land finance in infrastructure, especially national strategic projects such as toll roads that have a significant impact on the community. Media coverage is the focus because it involves this important aspect. The research aims to identify the framing of news articles, define problems, identify causes of problems, make moral judgments, and recommend media action. The research method uses a qualitative approach with Robert N. Entman's model framing analysis in Detik.com and Kompas.com articles for the January-September 2023 period. The result is that Detik.com show a negative framing of LMAN, although in order of news release time tends to provide a positive framing. Meanwhile, Kompas.com shows a neutral attitude and invites the public to objectively view LMAN as an institution that distributes funding for land acquisition. The framing of news carried out by online media Detik.com and Kompas.com departs from facts on the same topic, namely the amount of compensation money. Although defining the problem and diagnosing cause are similar, differences in moral judgment are reflected through word selection and process description. Detik.com recommended treatment recommendations in the form of mediation to avoid conflict, while Kompas.com sought to help public understanding of land compensation procedures. Framing differences are more influenced by the selection of sources, sources, and emphasis on selected aspects. Keywords: Framing, Land funding, Online Media, Toll Roads, LMAN. Penelitian ini bertujuan menganalisis framing pemberitaan media online Detik.com dan Kompas.com terkait pendanaan pengadaan lahan Jalan Tol Yogyakarta-Bawen oleh Lembaga Manajemen Aset Negara (LMAN). Latar belakang penelitian mencakup peran penting pendanaan lahan dalam infrastruktur, terutama proyek strategis nasional seperti jalan tol yang berdampak signifikan bagi masyarakat. Pemberitaan media menjadi fokus karena menyangkut aspek penting tersebut. Penelitian ini memiliki tujuan untuk mengidentifikasi framing artikel berita, mendefinisikan masalah, mengidentifikasi penyebab masalah, membuat penilaian moral, dan merekomendasikan tindakan media. Metode penelitian menggunakan pendekatan kualitatif dengan analisis framing model Robert N. Entman pada artikel Detik.com dan Kompas.com periode Januari-September 2023. Hasilnya bahwa Detik.com menunjukkan framing negatif terhadap LMAN, meski secara urutan waktu rilis berita cenderung memberikan framing yang positif. Sedangkan, Kompas.com menunjukkan sikap netral dan mengajak publik secara objektif memandang LMAN sebagai lembaga yang menyalurkan pendanaan untuk pengadaan lahan. Framing pemberitaan yang dilakukan oleh media online Detik.com dan Kompas.com berangkat dari fakta dengan topik yang sama, yaitu besaran uang ganti rugi. Meskipun pendefinisian masalah (defining the problem) dan diagnosis penyebab (diagnose cause) memiliki kesamaan, perbedaan penilaian moral (make moral judgment) tercermin melalui pemilihan kata dan deskripsi proses. Detik.com merekomendasikan tindakan (treatment recommendation) berupa mediasi untuk menghindari konflik, sementara Kompas.com berusaha membantu pemahaman publik terhadap prosedur ganti rugi lahan. Perbedaan framing lebih dipengaruhi oleh pemilihan sumber, narasumber, dan penekanan pada aspek yang dipilih. Kata Kunci: Framing, Pendanaan Lahan, Media Online, Jalan Tol, LMAN.
