Abstract

The K3 management system is a part of the company's overall management system in controlling risks related to work activities in order to create a safe, productive and efficient workplace. SMK3 in its role in reducing the risk of work accidents can also affect employee performance. This can be seen if a work accident occurs, the work targets within the service will be hampered. The aim of this research is to determine the level of implementation of the Occupational Safety and Health Management System (SMK3), find out the factors that cause the implementation of the Occupational Safety and Health Management System (SMK3) to be incomplete, and obtain response actions to make improvements/improvements in an effort to fulfill implementation of the Occupational Safety and Health Management System (SMK3) at the Serang Regency Communication, Coding Information and Statistics Service (DISKOMINFOSATIK) in accordance with statutory regulations. In this research, the method applied is qualitative research using NVivo software analysis tools. This research obtained results in the form of a 4 stage strategy, namely formulation, implementation of the K3 system, evaluation and corrective action for SMK3. At the formulation stage there were 4 aspects that the researcher concentrated on, namely disposition, bureaucratic structure, reporting and resources. The implementation is then scrutinized through interviews with key informants and followed by evaluation so that suggestions for corrective action can be obtained for existing management. Keywords: K3 management system, DISKOMINFOSATIK, Performance Sistem manajemen K3 merupakan suatu bagian dalam sistem manajemen perusahaan secara keseluruhan dalam mengendalikan risiko yang berhubungan dengan kegiatan kerja agar terwujudnya tempat kerja yang aman, produktif, dan efisien. SMK3 dalam perananya menekan angka resiko kecelakaan kerja juga dapat berpengaruh pada kinerja karyawan, hal tersebut dapat dilihat apabila terjadi suatu kecelakaan kerja maka target target pekerjaan di dalam dinas akan terhambat pengerjaanya. Tujuan dari penelitian ini adalah untuk Mengetahui tingkat penerapan Sistem Manajemen Keselamatan dan Kesehatan Kerja (SMK3), Megetahui faktor penyebab tidak terpenuhnya penerapan dalam melaksanakan Sistem Manajemen Keselamatan dan Kesehatan Kerja (SMK3), dan Mendapatkan tindakan respon untuk melakukan perbaikan/ improvement dalam upaya melakukan pemenuhan penerapan pada Sistem Manajemen Keselamatan dan Kesehatan Kerja (SMK3) pada Dinas Komunikasi, Informatika Persandian, dan Statistika (DISKOMINFOSATIK) Kabupaten Serang sesuai peraturan perundang-undangan. Pada penelitian ini Metode yang diterapkan adalah penelitian kualitatif dengan alat bantu analisis perangkat lunak NVivo. Penelitian ini mendapatkan hasil berupa strategi 4 tahap yaitu perumusan, penerapan sistem K3, evaluasi, dan Tindakan perbaikan SMK3, pada tahap perumusan terdapat 4 aspek yang menjadi konsentrasi peneliti yaitu disposisi, struktur birokrasi, pelaporan, dan sumberdaya. Yang kemudian di teliti penerapanya melalui wawancara kepada para key informan dan dilanjutkan dengan evaluasi sehingga di dapatkanlah saran Tindakan perbaikan terhadap manajemen yang ada.
