Abstract
The COVID-19 pandemic has an impact on all aspects of life, including MSME actors who make up 99.9% of the business population in Indonesia. The Ministry of Cooperatives and SMEs move quickly to anticipate the obstacles faced by business actors by strengthening deliberation communication to encourage the resilience of business actors, especially micro-enterprises, through the crisis center e-form service. The Ministry of Cooperatives and SMEs always carry out the concept of deliberation by listening to suggestions and input from the community to carry out its strategic programs, especially for Micro, Small, and Medium Enterprises (MSMEs). The purpose of this study is to describe the form of deliberation communication carried out by the Ministry of Cooperatives and SMEs in establishing or providing policies to encourage the resilience of micro-business actors through the BPUM program. The theory used is the adaptation of interaction with the communication concepts of deliberation and resilience. This research uses a qualitative descriptive method with a case study approach through in-depth interviews and observation techniques. One of the research informants is the Deputy for Micro Business at the Ministry of Cooperatives and SMEs as a policymaker in the Micro Business Productive Assistance (BPUM) program. The results of this study are the use of new media in crisis center services such as the WhatsApp center platform which in less than one month reached 2066 reports. Previously, in 2019 the Ministry of Cooperatives and SMEs call center service in a year only reached 437 reports so that it was able to strengthen the deliberation communication of the Ministry of Cooperatives and SMEs. The BPUM program is also able to provide a resilient impact on micro-enterprises. This is evidenced by the fact that micro-enterprises whose businesses have been stopped due to the Covid-19 pandemic can bounce back and even grow. Keywords: Deliberation, Resilience, Interaction Adaptation, Case Study, MSME Actors Pandemi covid-19 berdampak terhadap semua sendi kehidupan, termasuk pelaku UMKM yang merupakan 99,9% populasi usaha di Indonesia. Kementerian Koperasi dan UKM bergerak cepat mengantisipasi kendala yang dialami pelaku usaha dengan menguatkan komunikasi deliberasi agar mendorong resiliensi pelaku usaha khususnya pelaku usaha mikro, melalui layanan crisis center e-form. Kementerian Koperasi dan UKM senantiasa menjalankan konsep deliberasi dengan mendengarkan saran dan masukan dari masyarakat untuk menjalankan program strategisnya, khususnya bagi pelaku Usaha Mikro Kecil, dan Menengah (UMKM). Tujuan penelitian ini adalah untuk mendeskripsikan bentuk komunikasi deliberasi yang dilakukan Kementerian Koperasi dan UKM dalam menetapkan atau memberikan kebijakan guna mendorong resiliensi pelaku usaha mikro melalui program BPUM. Teori yang digunakan adalah adaptasi interaksi dengan konsep komunikasi deliberasi dan resiliensi. Penelitian ini menggunakan metode deksriptif kualitatif dengan pendekatan studi kasus melalui teknik wawancara mendalam dan observasi yang salah satu informan penelitian adalah Deputi Bidang Usaha Mikro Kementerian Koperasi dan UKM sebagai pengambil kebijakan dalam program Bantuan Produktif Usaha Mikro (BPUM). Hasil penelitian ini adalah penggunaan media baru dalam pelayanan crisis center seperti platform whatsapp center yang dalam kurun waktu kurang dari satu bulan mencapai 2066 laporan. Sebelumnya di tahun 2019 layanan call center Kementerian Koperasi dan UKM dalam setahun hanya hanya mencapai 437 laporan sehingga mampu menguatkan komunikasi deliberasi Kementerian Koperasi dan UKM. Program BPUM pun mampu memberikan dampak resilien terhadap pelaku usaha mikro. Hal ini dibuktikan dengan pelaku usaha mikro yang usahanya terhenti karena pandemi Covid-19 dapat bangkit kembali dan bahkan tumbuh.
