Abstract

This study discusses the variables that caused delays in the LRT Construction project in the X. area. Construction of the LRT in the X area which began its construction work in January 2017 to August 2018 with an 18-month project development plan, but until now development the project has not been completed and has been delayed for 6 months. Some of the causes of delays in construction activities are caused by several factors such as Labor, Materials, Equipment, Design, Planning and Implementation, Financing, Social and Community Environment, and Managerial. Therefore an analysis of the variables causing project delays is needed. which aims to find out the variable with the highest value of the cause of project delay and get a solution to overcome the problem so that it can be input for the owner, construction planner and construction implementer The research design chosen was survey design with data collection techniques using questionnaires and interviews. The use of questionnaires in this study was used in two stages, namely the First Stage Questionnaire which was distributed to research experts and the Second Stage Questionnaire which was distributed to research respondents. Determination of the number of research respondents was conducted using the Issac and Michael formulas, in this formula the determination of the number of respondents was based on the total population of an organization implementing construction in the construction of the LRT. After the data collection is complete, the data will then be analyzed with several stages of analysis carried out and assisted with SPSS 25 software. In the results of this study, the dominant variable that causes delays in LRT projects in area X is the variable difficulty of land acquisition by the community (X7.6) and the design / detail change variable by the owner at the time of implementation (X4.1). Determination of the dominant variable as the variable causing the LRT project delay is determined based on Multiple Linear Regression analysis on the partial test (t test) the results of the analysis by looking at how much influence between the independent variables on the dependent variable. The results of this analysis show the variable influence of the difficulty of land acquisition by the community on the delay in the Light Rapit Transit area X project. This can be seen in the results of the partial analysis (t test) obtained by the value of t count = 2.323> t table = 2.021 and significance value = 0.025 <0.05 and the effect of the design change / detail variable by the owner on the implementation of the Light Rapit Transit in area X project delay. This can be seen in the results of the partial analysis (t test) obtained by the value of t arithmetic = 2.074> t table = 2.021 and the significance value = 0.045 <0.05. The solution to overcome the problem of project delays is based on the results of this study, namely: Make design changes so that the project can run again, and do not continue the initial design that requires time for the research process in adjusting the initial design. carried out by the owner or owner of a construction project, namely to approach the community by conducting discussions to find a way out in land acquisition Keywords: Delay, Light Rapid Transit, SPSS Pada penelitian ini membahas mengenai variabel – variabel yang menyebabkan terjadinya keterlambatan pada proyek Pembangunan LRT di area X. Pembangunan LRT yang berada di area X yang dimulai pekerjaan konstruksinya pada bulan Januari 2017 sampai Agustus 2018 dengan rencana pembangunan proyek 18 bulan, namun sampai saat ini pembangunan proyek tersebut belum selesai dan telah mengalami keterlambatan selama 6 bulan. Beberapa penyebab terjadinya keterlambatan pada kegiatan konstruksi tersebut yang disebabkan oleh beberapa faktor seperti Tenaga Kerja, Material, Peralatan, Desain, Perencanaan dan Pelaksanaan, Pembiayaan, Lingkungan Sosial dan Masyarakat, dan Manajerial.Maka dari itu dibutuhkan suatu analisis terhadap variabel – variabel penyebab keterlambatan proyek yang bertujuan untuk mengetahui variabel dengan nilai pengaruh tertinggi penyebab keterlambatan proyek dan mendapatkan solusi untuk mengatasi permasalah tersebut agar dapat menjadi masukan bagi owner, perencana konstruksi dan pelaksana konstruksi Desain penelitian yang dipilih yaitu desain survei dengan teknik pengumpulan data menggunakan kuesioner dan wawancara. Penggunaan kuesinoner pada penelitian ini digunakan dalam 2 tahapan yaitu Kuesioner Tahap Pertama yang disebarkan kepada Pakar penelitian dan Kuesioner Tahap Kedua yang disebarkan kepada responden penelitian. Penentuan jumlah responden penelitian dilakukan dengan menggunakan rumus Issac dan Michael, pada rumus ini penentuan jumlah responden penelitian didasarkan pada jumlah total populasi pada suatu organisasi pelaksana kosntruksi pada pembangunan LRT. Setelah pengumpulan data selesai, data tersebut selanjutnya akan dianalisis dengan beberapa tahapan analisis yang dilakukan dan dibantuan dengan software SPSS 25. Pada hasil penelitian ini didapatkan variabel dominan penyebab keterlambatan proyek LRT pada area X yaitu variabel sulitnya pembebasan lahan oleh masyarakat (X7.6) dan variabel perubahan desain/detail oleh owner pada waktu pelaksanaan (X4.1). Penentuan variabel dominan sebagai variabel penyebab terjadinya keterlambatan proyek LRT ditentukan berdasarkan analisis Berganda Regresi Linear pada uji parsial (uji t) hasil analisis tersebut dengan melihat seberapa besar pengaruh antara variabel independent terhadap variabel dependent. Pada hasil analsis ini menunjukkan pengaruh variabel sulitnya pembebasan lahan oleh masyarakat terhadap keterlambatan proyek Light Rapit Transit di area X. Hal tersebut dapat dilihat pada hasil analisis parsial (uji t) diperoleh nilai t hitung = 2.323 > t tabel = 2.021 dan nilai signifikansi = 0.025 < 0.05 dan pengaruh variabel perubahan desain/detail oleh owner pada waktu pelaksanaan terhadap keterlambatan proyek Light Rapit Transit di area X. Hal tersebut dapat dilihat pada hasil analisis parsial (uji t) diperoleh nilai t hitung = 2.074 > t tabel = 2.021 dan nilai signifikansi = 0.045 < 0.05. Adapun solusi untuk mengatasi permasalah keterlambatan proyek yang didapat berdasarkan hasil penelitian ini yaitu: Melakukan perubahan desain agar proyek dapat berjalan kembali, dan tidak melanjutkan desain awal yang membutuhkan waktu untuk proses penelitian dalam penyesuaian design awal dan Pada variabel sulitnya pembebasan lahan oleh masyarakat solusi yang dapat dilakukan oleh owner atau pemilik proyek konstruksi yaitu melakukan pendekatan terhadap masyarakat dengan melakukan diskusi mencari jalan keluar dalam pembebasan lahan Kata Kunci: Keterlambatan, Light Rapid Transit, SPSS
