Abstract

The Indirect Operations Excellency Unit is one of the institutions that plays an important role in efforts to improve the quality, effectiveness and efficiency of the procurement of goods and services, where the problem is seen as a decision-making process. One of the important stages in the selection process for providers of government goods / services is the evaluation of bid documents. To ensure the suitability of the quantity of the bid price and the correctness of the RAB calculation of each tender / selection participant, the Indirect Operations Excellence Unit evaluates bids and corrects arithmetic. This study aims to determine the effect of each aspect on the results of the bid evaluation, if the bid quantity submitted by the tender / selection participants in the RAB is different from the quantity in the HPS, and how the arithmetic correction affects the bid value in the bid evaluation. This study aims to determine the factors that influence the selection of the winning bidder in the construction of government projects in Sikka district and determine the most dominant factors. The sample in this study was 57 respondents. Sampling was conducted using a non-probability sampling technique with purposive sampling. Data analysis was performed by questionnaire data analysis with SPSS. The results of this case study indicate that the developed model provides assessment results in accordance with the goals and conditions of the needs of PT Kimia Farma Trading & Distribution, where each decision criterion has a different level of influence and weight, based on the analysis of the results of respondents showing the most variable bid price. affects other sub-criteria with a value of 70%, and based on the weighting of the analysis of the results of the respondents, it shows that the price aspect has a weight of 49%, meaning that the price aspect is prioritized over the technical and administrative aspects. The final result of the overall analysis shows that PT. B was chosen as the alternative that had the first rank with a score of 94.64%, followed by PT. C with a score of 92.2%, and the last one is PT. A with a score of 82.85%, meaning that the tender winner has bid quality not only considering the price bid aspect, but several other aspects related to the conditions and objects of the project. Unit Indirect Operations Excelllence merupakan salah satu lembaga yang berperan penting dalam upaya meningkatkan kualitas, efektifitas, dan efisiensi pengadaan barang dan jasa, dimana masalah tersebut dipandang sebagai proses pengambilan keputusan. Tahapan penting dalam proses pemilihan bagi penyedia barang/jasa pemerintah salah satunya adalah evaluasi dokumen penawaran. Untuk memastikan kesesuaian kuantitas harga penawaran serta kebenaran hitungan RAB dari setiap peserta tender/seleksi, maka Unit Indirect Operations Excellence melakukan evaluasi penawaran dan koreksi aritmatika. Kajian ini bertujuan mengetahui pengaruh setiap aspek terhadap hasil evaluasi penawaran, bila kuantitas penawaran yang diajukan oleh peserta tender/seleksi dalam RAB berbeda dengan kuantitas dalam HPS, dan bagaimana pengaruh koreksi aritmatika terhadap nilai penawaran pada evaluasi penawaran. Penelitian ini bertujuan untuk mengetahui faktor-faktor apa saja yang mempengaruhi pemilihan pemenang lelang jasa konstruksi pada proyek pembangunan gedung fasilitas PT Kimia Farma Trading & Distribution dan mengetahui faktor yang paling dominannya. Sampel dalam penelitian ini sebanyak +40 responden. Pengambilan sampel dilakukan menggunakan teknik non-probability sampling dengan purposive sampling menggunakan kuesioner dan wawancara. Analisis data dilakukan dengan analisis data kuisioner dengan SPSS. Hasil dari studi kasus ini menunjukkan bahwa model yang dikembangkan memberikan hasil penilaian sesuai dengan tujuan dan kondisi kebutuhan PT Kimia Farma Trading & Distribution, dimana setiap kriteria keputusan memiliki tingkat pengaruh dan bobot yang berbeda-beda, berdasarkan analisa hasil responden menunjukkan variabel harga penawaran paling banyak mempengaruhi subkriteria lain dengan nilai 70%, dan berdasarkan pembobotan dari analisa hasil responden menunjukkan bahwa aspek harga memiliki bobot 49%, artinya aspek harga lebih diprioritaskan dari pada aspek teknis dan aspek administrasi. Hasil akhir keseluruhan analisa menunjukkan bahwa PT. B dipilih sebagai alternatif yang memiliki peringkat pertama dengan skor 94,64%, disusul oleh PT. C dengan skor 92,2%, dan yang terakhir adalah PT. A dengan skor 82,85%, artinya pemenang tender memiliki kualitas penawaran tidak hanya mempertimbangkan aspek penawaran harga, melainkan beberapa aspek lain terkait kondisi dan obyek pada proyek tersebut.
