Abstract
Disasters are events that disrupt and threaten people's lives caused by natural or/and non-natural factors as well as human factors that cause casualties and economic losses. The Location Routing Problem is a continuation of the classic routing problem that combines strategic and operational decisions with facility location problems and vehicle routing problems. This study aims to determine the location of the construction of distribution centers and optimal routes with the NSGA II and HGASA methods with the objective function of minimizing the total cost and minimizing the maximum travel time for the distribution of humanitarian aid in the 2018 natural disaster in Sigi Regency. Optimization is designed into two scenarios, namely the construction of two distribution centers and three distribution centers. The NSGA II method provides better results based on objective functions and based on matrix indicators, namely NPS, MD, MID, S, SNS, and RAS compared to the HGASA method. The simulation results show that the construction location of two distribution centers can be designed at the DC3 and DC4 locations with a total cost of IDR 406,280,000 and a maximum travel time of 12,002 hours, or the construction of three distribution centers can be carried out at the locations of DC1, DC4 and DC 7 or with a total cost of IDR 605,363,000 and a maximum travel time of 7,4253 hours. Keywords: Location Routing Problem, distribution center, Optimization, NSGA II and HGASA Bencana adalah peristiwa yang mengganggu dan mengancam kehidupan masyarakat yang disebabkan oleh alam atau/dan faktor non alam serta faktor manusia yang menyebabkan korban jiwa dan kerugian ekonomi. Location Routing Problem adalah kelanjutan dari masalah perutean klasik yang menggabungkan keputusan strategis dan operasional dengan masalah lokasi fasilitas dan masalah perutean kendaraan. Penelitian ini bertujuan untuk mengetahui lokasi pembangunan pusat distribusi dan rute optimal dengan metode NSGA II dan HGASA dengan fungsi objektif meminimalkan total biaya dan meminimalkan waktu tempuh maksimal untuk penyaluran bantuan kemanusiaan pada bencana alam 2018 di Kabupaten Sigi. Optimasi dirancang menjadi dua skenario, yaitu pembangunan dua distribution center dan tiga distribution center. Metode NSGA II memberikan hasil yang lebih baik berdasarkan fungsi objektif dan berdasarkan indikator matriks yakni NPS, MD, MID, S, SNS, dan RAS dibandingkan dengan metode HGASA. Hasil Simulasi menunjukkan lokasi pembangunan dua distribution center dapat dirancang di lokasi DC3 dan DC4 dengan total biaya Rp 406.280.000 dan waktu tempuh maksimal 12.002 jam, atau pembangunan tiga distribution center dapat dilakukan di lokasi DC1, DC4 dan DC 7 atau dengan total biaya Rp 605.363.000 dan waktu tempuh maksimal 7.4253 jam.
