Abstract

In the city of Jakarta, there are many places of economic activity, one of which is Palmerah Market, which is passed by Jalan Palmerah Barat. This market activity, especially during operational hours directly disrupts the smooth flow of traffic on Jalan Palmerah Barat. Disturbances in traffic are caused by high side obstacles (such as stopping of vehicles; pedestrians who cross or walk on the side; vehicles entering from side roads and slow moving vehicles) which cause a reduction in the effective width of the road body, reduce road performance, conflict traffic and increasing barriers or delays. This final project aims to analyze the effect of Palmerah Market on the performance of Jalan Palmerah Barat section. The method used in this research is Manual Capacity of Indonesian Road 1997 method and Guidelines Capacitu of Indonesian Road 2014. The steps are; preparation, preface survey, identification problem, collecting data, existing condition data analyzing, and giving solution alternative. Based on the analysis results obtained that the performance of Jalan Palmerah Barat has the highest degree of saturation in the morning at 06.00-08.00 at LOS D with a DS value of 0.74 - 1.00 and at 16.00 - 18.00 in the afternoon including the good performance category or at the LOS B with a DS value of 0.20 - 0.44. In terms of the actual speed of the performance of the Palmerah Barat Road at 06.00 - 08.00 or are at LOS F with an actual speed <15 km / hour or DS value> 1.00 and at 16.00 - 18.00 in the afternoon are categorized as good performance or at the LOS C with an actual speed of 30-40 km / h or a DS value of 0.45 - 0.74. Alternative solutions to improve service levels of road section performance are alternative solutions 1 namely limiting market operating hours so as to reduce barriers and alternative solutions 2 by road closures thereby reducing vehicle flow. The level of road service which was originally in the LOS D category by changing to the LOS C category. Pada Kota Jakarta, terdapat banyak tempat kegiatan ekonomi salah satunya Pasar Palmerah yang dilewati oleh Jl. Palmerah Barat. Aktifitas pasar ini terutama pada jam operasional secara langsung mengganggu kelancaran lalu lintas di Jl. Palmerah Barat. Terganggunya kelancaran lalu lintas ini disebabkan oleh hambatan samping yang tinggi (seperti: berhentinya kendaraan; pejalan kaki yang menyebrang atau berjalan disisi; kendaraan yang masuk dari jalan sisi dan kendaraan yang bergerak lambat) yang menyebabkan berkurangnya lebar efektif badan jalan, turunnya kinerja ruas jalan, konflik lalu lintas dan meningkatnya hambatan atau delay. Tugas akhir ini bertujuan untuk menganalisis pengaruh Pasar Palmerah terhadap kinerja ruas Jalan Palmerah Barat. Metode yang digunakan dalam penelitian ini adalah metode Manual Kapasitas Jalan Indonesia 1997 dan Pedoman Kapasitas Jalan Indonesia 2014. Langkah-langkah kerja meliputi; persiapan, survei pendahuluan, identifikasi masalah, survei pengumpulan data, analisis data, dan pemberian alternatif solusi. Berdasarkan hasil analisis didapatkan kinerja ruas Jalan Palmerah Barat memiliki derajat kejenuhan tertinggi pada pagi hari pukul 06.00-08.00 berada pada LOS D dengan nilai DS 0,74 – 1,00 dan pada pukul 16.00 – 18.00 sore hari termasuk kategori kinerja baik atau berada pada LOS B dengan nilai DS 0,20 – 0,44. Dari sisi kecepatan aktual kinerja ruas Jalan Palmerah Barat pada pukul 06.00 – 08.00 atau berada pada LOS F dengan kecepatan aktual <15 km/jam atau nilai DS >1,00 dan pada pukul 16.00 – 18.00 sore hari termasuk kategori kinerja baik atau berada pada LOS C dengan kecepatan aktual 30 - 40 km/jam atau nilai DS 0,45 – 0,74. Alternatif solusi untuk memperbaiki tingkat pelayanan kinerja ruas jalan adalah dengan alternatif solusi 1 yaitu pembatasan jam operasional pasar sehingga mengurangi hambatan dan alternatif solusi 2 dengan penutupan jalan sehingga mengurangi arus kendaraan. Tingkat pelayanan jalan yang semula berada pada kategori LOS D dengan berubah menjadi kategori LOS C.
