Abstract

The selection of district road construction implementation applies AHP (analytic hierarchy process) method and SMART (Simple Multi Attribute Rating Technique) in the interest of formulation and decision making in engineering especially for the selection of road construction between flexible pavement (asphalt road) with rigid pavement (concrete road). The study case in the district rood of Poso. retrieval of data by using questionnaires. Questionnaires were distributed to 30 respondents The analysis obtained the following results: 1) Selection of roads using AHP method is weighting variable durability and maintenance, SMART method is trading weight of AHP as a benefit and then do trading benefit and cost 2.) Based on durability, road construction must resist to weather is the first priority, then against the crowded of traffic and the last road construction should resist to shifting land. Based on maintenance. The first priority is the road must be comfort then the maintenance period and the last easy of implementation. 3) The road construction to be used based on AHP and SMART is the asphalt road. From the weighting result seen from durability and maintenance, asphalt road has the highest weight with 61,4% value, while the concrete road is 38,6%. Asphalt road costs have a price of Rp365,788, - with a benefit value of 61.40%, while for concrete road has a price of Rp708,029, - with a benefit value of 38.60%. Keywords: Durability, Maintenance, Asphalt Road, Concrete Road, AHP, SMART Pemilihan pembangunan jalan kabupaten menerapkan metode AHP (Analytic Hierarchy Process) dan SMART (Simple Multi Attribute Rating Technique) dalam kepentingan perumusan dan pengambilan keputusan untuk pemilihan konstruksi jalan antara perkerasan lentur (jalan aspal-Hot Mix) dengan perkerasan kaku (jalan beton). Studi mengambil kasus jalan di daerah Kabupaten Poso. pengambilan data dengan menggunakan kuisiener. Kuisioner dibagikan kepada responden secara acak sebanyak 30 orang Dari analisis diperoleh hasil sebagai berikut: 1) Pemilihan jalan menggunakan metode AHP dilakukan dengan pembobotan variabel durability dan maintenance, metode SMART dilakukan dengan trading benefit dan cost 2.) Berdasarkan durability, Konstruksi jalan harus Tahan terhadap cuaca merupakan prioritas pertama, kemudian terhadap kepadatan lalu lintas dan yang terakhir konstruksi jalan harus tahan terhadap pergeseran tanah. Berdasarkan maintenance. Prioritas pertama adalah jalan harus mantab kemudian jangka waktu perawatan dan yang terakhir kemudahan pelaksanaan pembangunan. 3) Konstruksi jalan yang akan digunakan berdasarkan AHP dan SMART adalah jalan aspal. Dari hasil pembobotan yang dilihat dari durability dan maintenance diperoleh bahwa Jalan aspal memiliki bobot tertinggi dengan nilai 61,4 % sedangkan jalan beton sebesar 38,6 %. Dari sisi biaya jalan aspal memiliki harga sebesar Rp365.788.000,-/km dengan nilai benefit sebesar 61,40%, sedangkan untuk jalan beton memiliki harga sebesar Rp708.029.000,-/km dengan nilai benefit sebesar 38,60%.
