Abstract

Judul: Analisa Karakteristik Lahan Parkir Dan Pengaruhnya Terhadap Kinerja Jalan Studi Kasus Mall Bassura City - Jakarta Timur. Nama: Mahardika Hesrizarna. NIM: 41117320054. Dosen Pembimbing: Widodo Budi Dermawan, ST, M.Sc. 2019. Jakarta Timur, merupakan salah satu kota besar yang sedang berkembang saat ini. Permasalahan yang sering dihadapi adalah masalah kemacetan, pengendalian parkir yang tidak teratur sehingga menyebabkan meningkatnya kebutuhan parkir. Adapun salah satu sarana fisik di pusat perbelanjaan yaitu area parkir Mall Bassura City. Dalam hal ini wilayah studi adalah Mall Bassura City -Jakarta Timur. Untuk memprediksi kebutuhan parkir dilakukan evaluasi dari hasil karakteristik parkir yang meliputi kapasitas parkir, volume parkir, pola sudut parkir, akumulasi parkir, indeks & PTO beserta prediksi kebutuhan parkir dimasa yang akan datang. Untuk menghitung kapasitas ruas jalan, adapun survey yang dilakukan adalah pengumpulan data primer yaitu berupa data geometrik jalan, volume kendaraan serta hambatan samping, menggunakan penelitian sesuai dengan ketentuan Manual Kapasita Jalan Indonesia (MKJI 1997). Penelitian dilakukan selama dua hari yaitu hanya pada jam operasional Mall dan dilakukan pada hari Senin dan Minggu. Hasil penelitian ini adalah durasi rata-rata parkir mobil pada hari Senin,13 Mei 2019 6 jam 18 menit dan 5 jam 73 menit untuk motor. Pada hari Senin Indeks parkir mobil terbesar adalah pukul 13.00 – 14.00 sebesar 11,4 % sedangkan motor naik dari pukul 06.00 – 07.00 sebesar 10 % sampai pukul 13.00 – 14.00 sebesar 11,4 %. Parking Turn Over terbesar adalah 1 kendaraan/SRP/waktu pengamatan. Dilihat dari analisis Ruas jalan untuk kecepatan survey di Jalan Jendal Bassuki Rachmat di jam puncak pada hari sSenin Tanggal 13 Mei 2019 waktu Pagi, Siang dan Sore memliki tingkat pelayanan atau Level of Service (LOS) yaitu D, D dan E. Kemudian setelah dihitung kembali sebagai perhitungan alternative, didapat LOS pada pagi hari yaitu C, untuk siang hari C dan untuk sore hari D. Hal ini menunjukan bahwa terjadi tingkat arus kendaraan pada Pagi hingga Sore harisaatjam sibuk kerja. Kata Kunci : Analisa Kebutuhan Parkir, Analisa Kapasitas Ruas Jalan, Tingkat Pelayanan. Analysis of Parking Lot Characteristics and Its Effect on Road Performance Case Study at Bassura City Mall - East Jakarta. Name: Mahardika Hesrizarna. NIM: 41117320054. Advisor: Widodo Budi Dermawan, ST, M.Sc. 2019. East Jakarta, is one of the big cities that are currently developing. The problem that is often faced are congestion and irregular parking control, thus causing an increase in parking needs. One of the physical facilities in the shopping center is the parking area of Bassura City Mall. In this case the study area is Mall Bassura City - East Jakarta. To predict parking needs, an evaluation of the results of parking characteristics, including parking capacity, parking volume, parking angle patterns, parking accumulation, index & PTO, is predicted along with future parking demand predictions. To calculate the capacity of road sections, the survey conducted was primary data collection in the form of road geometric data, vehicle volumes and side barriers, using research in accordance with the provisions of the Indonesian Road Capacity Manual (MKJI 1997). The study was conducted for two days, only at Mall operating hours and carried out on Mondays and Sundays. The results of this study are the average duration of car parking on Monday, 13 May 2019 for 6 hours 18 minutes and 5 hours 73 minutes for motorbikes. On Monday the largest car parking index is at 13.00 - 14.00 at 11.4% while the motorbike is from 06.00 - 07.00 at 10% until 13.00 - 14.00 at 11.4%. The biggest Parking Turn Over is 1 vehicle / SRP / observation time. Judging from the analysis of the road segment for the survey speed on Jalan Jendral Bassuki Rachmat at peak hours on Monday May 13 2019 morning, afternoon and evening have a service level or Level of Service (LOS) D, D and E. Then after being recalculated as an alternative calculation, LOS are obtained as follows; C in the morning, C in the afternoon and D in the afternoon.
