Abstract

The Centre for Health of Hajii in implementing the policy of the Minister of Health's Regulation Number 15 of 2016 concerning istitha’ah of health has many obstacles. The main problem is the relationship between poor external communication between the Centre for Health of Hajj and the Ministry of Religion, so that the pilgrims who do not meet the health requirements in the health examination are still dispatched by the Ministry of Religion. For this reason, the Centre for Health of Hajj carries out an external organization communication strategy with several external parties such as the DPR, the Indonesian Medical Association (IDI), the Indonesian Ulema Council, especially with the Ministry of Religion in order to implement health policies for the community, especially pilgrims. To explain this, this study uses the concept of external organizational communication and external organizational communication strategies. The approach used in this study is a qualitative approach. To answer the question, this study focused on 13 main informants consisting of several leaders and officials in the administration of health of hajj from the Centre for Health of Hajj and Ministry of Religion as well as documenting activities as evidence of research. The results of this study, the researchers found a strategy that was carried out by the Hajj Health Center to its external organization to implement a health policy, namely the Centre for Health of Hajj tried to implement an external organization communication strategy to the Ministry of Religion to approach other external organizations to create four (4 ) pillars to be able to implement istitha’ah of health. From these results it can be seen if the Centre for Health of Hajj has succeeded in carrying out this strategy, but the Centre for Health of Hajj has not succeeded in implementing the pilgrims. Pusat Kesehatan Haji dalam mengimplementasikan kebijakan Peraturan Menteri Kesehatan Nomor 15 Tahun 2016 Tentang Istitha’ah Kesehatan menemui banyak kendala. Permasalahan utamanya adalah hubungan Komunikasi Eksternal yang kurang baik antara Pusat Kesehatan Haji dan Kementerian Agama sehingga jemaah haji yang tidak memenuhi syarat istitha’ah kesehatan dalam pemeriksaan kesehatan tetap diberangkatkan oleh Kementerian Agama. Untuk itu, Pusat Kesehatan Haji melakukan strategi komunikasi organisasi eksternal dengan beberapa pihak Eksternalnya seperti DPR, Ikatan Dokter Indonesia (IDI), Majelis Ulama Indonesia, terutama dengan Kementerian Agama agar dapat mengimplementasikan kebijakan istitha’ah kesehatan kepada masyarakat khususnya jemaah haji. Untuk menjelaskan mengenai hal tersebut, penelitian ini menggunakan konsep komunikasi organisasi eksternal dan strategi komunikasi organisasi eksternal. Pendekatan yang digunakan dalam penelitian ini adalah pendekatan kualitatif. Untuk menjawab pertanyaan, penelitian ini memfokuskan kepada 13 informan utama yang terdiri beberapa pimpinan dan Pejabat dalam penyelenggaraan kesehatan haji dari Pusat Kesehatan Haji dan Kementerian Agama serta melakukan dokumentasi kegiatan sebagai bukti penelitian. Hasil dari penelitian ini, peneliti menemukan strategi yang dilakukan Pusat Kesehatan Haji kepada organisasi eksternalnya untuk mengimplementasikan kebijakan istitha’ah kesehatan, yaitu Pusat Kesehatan Haji berusaha melakukan strategi komunikasi organisasi eksternal kepada Kementerian Agama agar dapat melakukan pendekatan dengan organisasi eksternal lainnya untuk mewujudkan 4 (empat) pilar agar dapat mengimplementasikan kebijakan istitha’ah kesehatan. Dari hasil tersebut terlihat jika Pusat Kesehatan Haji telah berhasil melakukan strategi tersebut namun Pusat Kesehatan Haji belum berhasil mengimplementasikan kepada jemaah haji.
