Abstract

Kamal - Rajeg Toll Road is planned as part of the toll road network system in the Jabodetabek area and as a national road for which users are required to pay tolls. The initial stage in the implementation of the toll road was a feasibility study, with the hope that its planning and development would provide services for safety, comfort, safety, efficiency, effectiveness and provide a positive impact on the community and the surrounding environment. The fault in choosing a new toll road will have a significant impact because it is not only related to the problem of financing toll road development but also the function of the road network, both on a local, regional and national scale. Thus, the alternative pathway of the Kamal - Rajeg Toll Road will later become the best and chosen pathway. By considering several attributes as parameters in determining the toll road alignment using the Importance Performance Analysis (IPA) method and selecting the alternative pathway using the Simple Multi Attribute Rating Technique (SMART) method. There are 11 attributes that are sure to accommodate society aspirations namely Topography, Geotechnics, Geology, Hydrology, Geometric, Connectivity, Land Acquisition Readiness, Social Disorders, Society Accessibility, Construction Costs and Residential Areas. Alternative pathway 3 is the best and selected alternative with a construction cost of 8.988 trillion and a benefit value of 82.735. So that it has a value of 9.2 x 10-12 Rp/benefit point and has the highest sensitivity value and tends to be stable between the two aggregate benefit. Keywords : Alternative Pathway, Toll Road, IPA, SMART Jalan Tol Kamal - Rajeg ini direncanakan sebagai bagian dari sistem jaringan jalan tol di Kawasan Jabodetabek dan sebagai jalan nasional yang penggunanya diwajibkan membayar tol. Tahapan awal dalam pelaksanaan jalan tol adalah dilakukannya studi kelayakan, dengan harapan perencanaan dan pembangunannya untuk memberikan layanan keselamatan, kenyamanan, keamanan, efisiensi, efektivitas dan memberikan dampak positif kepada masyarakat dan lingkungan sekitar. Kesalahan dalam memilih trase jalan tol baru akan memberikan dampak yang tidak kecil karena bukan hanya berkaitan dengan permasalahan pembiayaan pembangunan jalan tol saja akan tetapi juga fungsi jaringan jalan, baik dalam skala lokal, regional, maupun nasional. Dengan demikian maka alternatif trase jalan Tol Kamal – Rajeg ini nantinya menjadi trase jalan yang terpilih dan terbaik. Dengan mempertimbangkan beberapa atribut sebagai parameter dalam menentukan trase jalan tol dengan menggunakan metode Importance Performance Analysis (IPA) dan pemilihan alternatif trase dengan metode Simple Multi Attribute Rating Technique (SMART). Terdapat 11 atribut yang dipastikan sudah mengakomodir aspirasi masyarakat yaitu Topografi, Geoteknik, Geologi, Hidrologi, Geometrik, Konektivitas, Kesiapan Pembebasan Lahan, Gangguan Sosial, Aksesibilitas Masyarakat, Biaya Konstruksi dan Kawasan Pemukiman. Alternatif trase 3 adalah alternatif terpilih dan terbaik dengan biaya konstruksi sebesar 8,988 triliun dan nilai benefit sebesar 82,735. Sehingga mempunyai nilai 9,2 x 10 -12 Rp/benefit point dan mempunyai nilai sensitivitas yang paling tinggi dan cenderung stabil antara kedua agregat benefit.
