Abstract
This reseach discusses about the transformation strategy planning of a human resources as the Indonesian Air force Reserve Component, with the aim to determine of the characteristics, the transformation strategy formulation planning and to determine the indicators of success of the human resources that have the competence, expertise and profession as the Indonesian Air force Reserve Component. The method in this research used a qualitative approach with a SWOT analysis (Strengths, Weaknesses, Opportunities and Threats) that analysis to determine the best strategy as the main findings. The results of SWOT analysis and test functions alternative strategies offered, obtained the best strategy is "utilizing the full potential of national resources in the field of aerospace, including human resources as the air force reserve component will increase the strength and capabilities the Indonesian Air Force". The best strategy is then used as the basis for formulating management planning strategies that include: strategic planning, capabilities planning, acquisition planning, and human resource planning, making strategy implementation and evaluation strategies can be implemented according goals of organnization.
