Abstract
Good governance in a State is a necessity as a form of accountability to the people. This study aims to assess the impact of the implementation of good governance to financial performance and employee performance at Bogor Presidential Palace Household in year 2008 and 2009 The method used is descriptive comparative methods by comparing performance before and after good governance. Comparative analysis of financial performance is based on the financial statements for 2008 and 2009, while for the performance of employees is done by comparing the achievement of performance targets between that period. The Results of analysis concludes that implementation of good governance has a positive effect on financial performance and employee performance at Bogor Presidential Palace Households, this is indicated by increased levels of financial performance is in terms of revenue receipts over the implementation of tax and non-tax levies, although the budget allocation received from the government declined but its realization is increasing. Then in terms of employee performance has shown improvement in the field of community service by improving procurement means of information and publicity, more and more visitors coming to the Bogor Palace, then the public service is increasing. So was the service areas of administration and implementation of maintenance work of art objects and maintenance of office equipment also increased. Tata kelola penyelenggaraan pemeritahan yang baik dalam suatu Negara merupakan suatu keharusan sebagai bentuk pertanggungjawaban kepada rakyat. Penelitian ini bertujuan untuk mengkaji dampak implementasi good governance terhadap kinerja keuangan dan kinerja pegawai pada kantor Rumah Tangga Kepresidenan Istana Bogor tahun 2008 dan 2009. Metode yang digunakan adalah deskriptif komparatif, yaitu dengan membandingkan kinerja sebelum dan sesudah good governance. Analisa komparatif kinerja keuangan dilakukan berdasarkan laporan keuangan tahun 2008 dan 2009, sedangkan untuk kinerja pegawai dilakukan dengan cara membandingkan capaian kinerja sasaran untuk kedua periode tersebut. Hasil analisa menyimpulkan bahwa implementasi good governance berpengaruh positif terhadap kinerja keuangan dan kinerja pegawai pada kantor Rumah Tangga kepresidenan Istana Bogor, hal ini ditunjukan dengan tingkat kinerja keuangan mengalami peningkatan yaitu dari segi penerimaan pendapatan atas pelaksanaan pungutan pajak dan bukan pajak walaupun alokasi anggaran yang diterima dari Pemerintah menurun tetapi realisasinya meningkat. Kemudian dari segi kinerja pegawai telah menunjukan peningkatan yaitu pada bidang pelayanan masyarakat dengan meningkatkan pengadaan sarana informasi dan publikasi, semakin banyak pengunjung yang datang ke Istana Bogor selanjutnya pelayanan yang diberikan kepada masyarakat semakin meningkat. Begitu juga pelayanan bidang administasi dan pelaksanaan pekerjaan perawatan benda-benda seni serta perawatan peralatan kantor juga mengalami kenaikan.
