Abstract

Indonesia berada pada rangking 133 dari 180 negara di dunia pada angka Environmental Performance Index (EPI) 2018 yang memberikan informasi tentang peringkat kinerja pengelolaan lingkungan di dunia. Rendahnya posisi Indonesia ini karena masih tingginya keterlambatan pembangunan wastewater treament plant sebesar 36% dan jauh melebihi keterlambatan pembangunan wastewater treatment plant di dunia sebesar 20%. Untuk mengatasi keterlambatan tersebut penerapan implementasi metode LOB dan M-PERT menjadi pilihan pada penelitian ini. Dalam penelitian ini dilakukan analisis statistik menggunakan Relative Importance Index (RII) diperoleh sepuluh faktor yang paling berpengaruh pada pekerjaan pembangunan wastewater treatment plant adalah menggabungkan kegiatan dalam satu group dan pada jalur alternatif, menghitung ulang PERT, optimasi waktu proyek, hubungan logika kegiatan, analisa penentuan buffer time, durasi unit pekerjaan, tidak mendapatkan izin, kepemilikan tanah dan pengaruh peristiwa adat dan keagamaan setempat. Hasil studi kasus yang dilakukan pada pekerjaan pembangunan wastewater treatment plant diperoleh efisiensi waktu sebesar 6,5% dari semula 36% menjadi 29,5%. Sedangkan penerapan metode M-PERT pada pekerjaan pembangunan wastewater treatment plant mendapatkan akurasi waktu sebesar 98,2 %. Indonesia ranks 133th out of 180 countries in the world in the 2018 Environmental Performance Index (EPI) which provides information on the performance rating of environmental management in the world. The low position of Indonesia is due to the still high construction delay of the wastewater treament plant by 36% and far exceeds the delay in the construction of the wastewater treatment plant in the world by 20%. To overcome this delay the implementation of the LOB and M-PERT methods was chosen in this study. In this study a statistical analysis using the Relative Importance Index (RII) obtained ten factors that most influence on the work of building wastewater treatment plants is to combine activities in one group and on an alternative path, recalculate PERT, optimizing project time, relationship logic activities, determining analysis buffer time, duration of work units, no permits, land ownership and influence of local adat and religious events. The results of case studies conducted on the construction work of wastewater treatment plants obtained time efficiency of 6.5% from 36% to 29.5%. While the application of the M-PERT method in the wastewater treatment plant construction work gets a time accuracy of 98.2%.
