Abstract
Tesis ini bertujuan untuk mengetahui kondisi industri hasil tembakau terkini di tengah derasnya kampanye negatif dan semakin ketatnya regulasi. Juga menjabarkan bagaimana pendekatan GAPPRI dalam menangkal kampanye negatif. enelitian menggunakan paradigma konstruktivis untuk menggambarkan kondisi sebenarnya berdasar temuan di lapangan. Adapun model penelitian yang diambil adalah deskriptif dengan pendekatan kualitatif bertujuan mengumpulkan informasi aktual secara rinci. Hasil penelitian menunjukkan bahwa gencarnya kampanye negatif dibarengi dengan semakin ketatnya regulasi membuat industri tembakau nasional cenderung terpuruk. Ditandai dengan semakin banyaknya perusahaan rokok yang gulung tikar. Produksi stagnan. Temuan lain, kampanye negatif yang digencarkan juga cenderung mendapat dukungan dana dari lembaga multinasional. Ini menandakan ada agenda tertentu yang dilancarkan terhadap industri tembakau nasional. Diperlukan sinergi berbagai stakeholders untuk terus mengkomunikasikan bahwa sektor tembakau turut serta berkontribusi signifikan terhadap ekonomi. Pemerintah wajib bertindak adil dengan mengeluarkan kebijakan yang mampu memayungi seluruh stakeholders, tidak hanya mementingan satu aspek. Karena ada jutaan petani dan pekerja yang terlibat langsung maupun tidak dalam industri. Kata kunci: Gappri, tembakau, stakeholders, pemerintah, cukai, pajak, petani, tembakau, kampanye, bloomberg initiative, This thesis purposes to know the condition of tobacco industry nowadays againts the massive negative campaign and the strick regulation of tobacco. Also to know the strategy of Gabungan Perserikatan Rokok Indonesia (Gappri) againts the negative campaign. The research uses contructive paradigm to describe the real condition found on the field. The research model uses a descriptive with the qualitative approach to collect actual information in detail. The result makes that the massive campaign come together with the strict regulation that makes tobacco industry tend to be burried. As a result of it many of tobacco industry bankrupt. The production stop. Another finding showed the negative campaign published supported by the multinational organisation. It indicates the agenda proposed toward the national tobacco industry. It is needes synergy of stakeholders to keep communicating that the tobacco industry also significantly contributes to economy development. Government is expected to act fairly by making rules that be able to accomodate all of the stakeholders, not only accomodate single aspect. Because there are farmers and laborers who involve directly or not to tobacco industry. Key words: Gappri, tobacco, stakeholders, government, tax, farmer, campaign, bloomberg initiative.
