Abstract

In implementing construction projects there are supporting facilities. Facility layout, land area and site layout planning are very necessary because it will later affect the productivity of workers. In the process of setting site layout itself, there are two conditions of placement in the field, namely unequal site layout and equal site layout. Unequal site layout is a condition where the amount of land available is more than the number of site facilities in the project. Whereas equal site layout is a condition when the amount of available land is equal to the number of site facilities in the project. Site layout optimization calculations carried out in this study is to identify facilities to find which are fixed facilities and temporary facilities. Then look for the value of traveling distance (TD) and safety index (SI) in the initial conditions of the site layout. After that, optimization is done by moving the temporary facility from one place to another by using the Activity Relationship Chart (ARC) consideration. For each transfer scenario, the TD and SI values are calculated. The results of each of these transfer combinations will be plotted into the Pareto Optima diagram and find which combination has the minimum value for each TD and SI. From the analysis it can be seen that scenario 2 has the smallest TD value, which is 15656.9 or down 52.8% from the exsisting TD condition. Then Scenario 1 has the smallest SI value, which is 1471.9 or down 10.05% from the exsisting SI condition. Thus, determining the optimum site layout for the Emerald Apartment project based on the analysis of the three scenarios above is Scenario 1, Karen has a work safety value down 10.05% from Scenario 0 (Existing) and has a decrease in the value of worker travel 24.99% of the scenario 0. Although it is seen from the analysis of scenario 2 it has a decrease in work travel of 52.8% of the existing conditions. However, in law No.1 of 1970 concerning work safety, it clearly regulates the obligations of workplace leaders and workers in implementing work safety. So the priority in development is work safety, to maximize the value of traveling distance (TD) in scenario 1, it can be done by reducing the space area of the facility that has a strong degree of closeness and then adding the Temporary Facility by utilizing the remaining land as much as possible so that the distance between facilities can be more close together. With the distance between these adjacent facilities Keywords : Analysis, Optimization, Traveling Distance, Safety Index, Activity Relationship Chart (ARC) Dalam pelaksanaan proyek konstruksi terdapat fasilitas-fasilitas yang mendukung. Tata letak fasilitas, luas lahan dan perencanaan site layout sangat diperlukan karena nantinya akan berpengaruh pada produktifitas para pekerja. Pada proses pengaturan site layout sendiri, terdapat dua kondisi penempatan di lapangan yaitu unequal site layout dan equal site layout. Unequal site layout yaitu kondisi dimana jumlah lahan yang tersedia, lebih banyak daripada jumlah site facility yang ada di proyek. Sedangkan equal site layout adalah kondisi saat jumlah lahan yang tersedia sama dengan jumlah site facility yang ada di proyek. Perhitungan optimasi site layout yang dilakukan dalam penelitian ini yaitu dengan mengidentifikasi fasilitas untuk mencari manakah yang merupakan fasilitas tetap (fixed facility) dan fasilitas pendukung (temporary facility). Kemudian mencari nilai traveling distance (TD) dan safety index (SI) pada kondisi awal site layout. Setelah itu, dilakukan optimasi yaitu dengan memindahkan temporary facility dari satu tempat ke tempat lain dengan menggunakan pertimbangan Activity Relationship Chart (ARC). Tiap skenario pemindahan, dilakukan perhitungan nilai TD dan SI. Hasil dari tiap-tiap kombinasi pemindahan ini nantinya akan diplotkan ke dalam diagram pareto optima dan dicari kombinasi manakah yang memiliki nilai minimum untuk masing-masing TD dan SI. Dari hasil analisis dapat diketahui bahwa skenario 2 memiliki nilai TD terkecil, yaitu 15656,9 atau turun 52,8% dari kondisi TD exsisting. Kemudian Skenario 1 memiliki nilai SI terkecil, yaitu 1471,9 atau turun 10,05% dari kondisi SI exsisting. Sehingga, penentuan site layout yang optimum untuk proyek Apartemen Emerald berdasarkan analisis ke tiga skenario di atas adalah Skenario 1, Karen memiliki nilai keselamatan kerja turun 10,05% dari Skenario 0 (Eksisting) dan memiliki penurunan nilai perjalanan pekerja 24,99% dari skenario 0. Walaupun di lihat dari analisis scenario 2 memiliki menurunan perjalanan perkerja 52,8% dari kondisi eksisting. Akan tetapi di dalam undang-undang No.1 tahun 1970 tentang keselamatan kerja, mengatur dengan jelas tentang kewajiban pimpinan tempat kerja dan pekerja dalam melaksanakan keselamatan kerja. Maka prioritas dalam pembangunan adalah keselamatan kerja, untuk memaksimalkan nilai traveling distance (TD) pada scenario 1 bisa dengan cara mengurangi space area pada fasilitas yang memiliki derajat kedekatan yang kuat lalu melakukan penambahan Temporary Facility dengan memanfaatkan lahan sisa semaksimal mungkin sehingga jarak antar fasilitas bisa lebih berdekatan.
