Abstract

Indonesia is the largest archipelagic country in the world that has the potential to become the world's maritime axis, in fact, Indonesia only has a jetty of 7.03% of the total islands. Waste or additional costs on infrastructure projects such as jetty projects are often caused by rework. In addition to having an impact costs, rework is also a very significant contributor to waste or additional time which causes delays in the completion schedule of the project. This study aims to develop improvement scenarios to minimize the occurrence of rework on jetty infrastructure projects by modeling and simulation for cost performance, using the line of balance method by making a line of balance diagrams to determine whether there are crashes on each job for project time performance. From the results of the study obtained 14 factors that affect the cost and time performance of the jetty project, the implementation of the system dynamics is able to reduce the percentage of the number of rework by 24.12% for 12 months, the implementation of a line of balance shows that there is an increase in time performance from the original 307 days can be optimized to 232 days. Keywords: rework, time delay, system dynamics, line of balance, jetty Indonesia merupakan negara kepulauan terbesar di dunia yang memiliki potensi untuk menjadi poros maritim dunia, kenyataannya Indonesia hanya memiliki pelabuhan sebesar 7,03% dari jumlah pulau. Pemborosan atau penambahan biaya pada proyek infrastruktur seperti proyek dermaga sering kali disebabkan oleh timbulnya pekerjaan ulang atau rework. Selain berdampak pada biaya, rework juga menjadi kontributor yang sangat signifikan untuk pemborosan atau penambahan waktu yang menyebabkan keterlambatan jadwal penyelesaian dari proyek. Penelitian ini bertujuan untuk mengembangkan skenario perbaikan untuk meminimalisir timbulnya rework pada proyek infrastruktur dermaga dengan pemodelan dan simulasi untuk kinerja biaya, menggunakan metode line of balance dengan membuat diagram line of balance untuk mengetahui ada tidaknya crash pada tiap pekerjaan untuk kinerja waktu proyek. Dari hasil penelitian diperoleh 14 faktor yang mempengaruhi kinerja biaya dan waktu pada proyek dermaga, implementasi sistem dinamik mampu mengurangi persentase jumlah rework sebesar 24,12% untuk 12 bulan, implementasi line of balance menunjukkan bahwa terjadi peningkatan kinerja waktu dari yang semula 307 hari dapat dioptimalkan menjadi 232 hari.
