Abstract
The development of information technology that is fast and accurate and is supported in the application of an optimal system is an advantage that is supported by every company. The purpose of this study is to improve the old license authorization system using OLAPS (Online Licensing Application System) and restore whether using OLAPS authorization system fixes repairs. The OLAPS application is an electronic or webserver-based licensing process application used for the submission, distribution and storage of data from all GMF Certification Staff and holders of Company Authorization Licenses. This research was conducted at PT. GMF AeroAsia which was conducted in 2017 to 2018 specifically in the process of validating the competency certificate. The technique used in the merging of data is by conducting interviews, analysis of costs & benefits, while the solution uses the 5 Why Analysis method, fishbone diagrams, 5W 1H and PDCA principle. Sources of data obtained through applicants, officers, programmers, and system programming process activities. Based on the results of research that can save production costs up to 5,767 USD / month and saves the use of paper cost reaching 95% every month, so that it is undeniably related to the use of the OLAPS application in 2018 to increase effectiveness and increase costs for 2016. The applications used today also indicate the need system improvements so that it is more efficient compared to 2016. Keywords: Effectiveness, Efficiency, 5 Why’s, 5W 1H, OLAPS Application, fishbone diagram and Webserver based. Perkembangan teknologi informasi yang cepat dan akurat serta didukung dalam penerapan sistem yang optimal menjadi kelebihan tersendiri yang dimiliki oleh setiap perusahaan. Tujuan penelitian ini adalah untuk memperbaiki sistem otorisasi license yang lama dengan menggunakan OLAPS (Online Licensing Application Systems) dan mengevaluasi apakah dengan menggunakan OLAPS sistem otorisasi mengalami perbaikan. Aplikasi OLAPS adalah aplikasi proses licensing yang berbasis elektronik atau webserver yang digunakan untuk pengajuan, pelacakan dan penyimpanan data dari semua Certifying Staff GMF maupun para pemengang Company Authorization License. Penelitian kali ini dilakukan pada PT.GMF AeroAsia yang dilaksanakan pada tahun 2017 sampai 2018 kususnya dalam hal proses authorise certificate of competency. Teknik yang digunakan dalam pengumpulan data yaitu dengan melakukan wawancara, analisis cost & benefits, sedangkan penyeselaiannya menggunakan metode 5 Why Analysis, diagram fishbone, 5W 1H dan prinsip PDCA. Sumber data yang diperoleh melalui applicant, officer, programer, serta aktivitas proses pemrograman sistem. Berdasarkan hasil penelitian, perusahan dapat menghemat biaya produksi hingga 5.767 USD/bulan dan menghemat biaya penggunaan kertas mencapai 95% per bulannya, sehingga dapat disimpulkan bahwa penggunaan aplikasi OLAPS pada tahun 2018 mempunyai tingkat efektifitas dan efisiensi lebih tinggi dari tahun 2016. Aplikasi yang digunakan saat ini juga menunjukkan kondisi perbaikan sistem sehingga lebih efisien dibandingkan dengan tahun 2016.
