Abstract

The role of the owner in a project is very important considering that all project activities will take place in accordance with the wishes of the owner as the project chooser. In its implementation the project owner is usually assisted by a management construction consultant to oversee all project activities that take place. Besides that, the management construction consultant will also be a liaison between the owner and the contractor. However, in its implementation not all projects involve supervisory consultants in project supervision. Project supervision can be carried out by the owner self by making a team that contains supervisors without involving the management construction consultant. The project in the area of Taman Impian Jaya Ancol also does not involve management construction consultants in its supervision. The project in the area of Taman Impian Jaya Ancol was supervision by PT Pembangunan Jaya Ancol as the owner of the project. However, given to much of projects in the Taman Impian Jaya Ancol area and so many contractors working (multi contractors), roles is needed to oversee the project, so that the project supervisor's performance can be maximized. Performance measurement using the Balanced Scorecard method is a performance measurement method using 4 (four) perspectives, namely Finance, Consumers, Internal Business and Learning and Growth. The perspective of the Balanced Scorecard method will be synchronized with the perspective used in the performance appraisal at PT Pembangunan Jaya Ancol. The four perspectives are Financial Perspective, Service Perspective, Process Perspective, and Employee Management Perspective. And then, from the four perspectives, the identification of KPI is carried out. The role played by the owner as supervisor is expected to be able to help achieve the targeted of KPI. The owner role as a supervisor can help achieve the targeted of KPI. Performance assessment in Financial Perspective, Service Perspective, Process Perspective, and Management Perspective is considered achieved thanks to the role of the owner as project supervisor. However, there are notes that can be used as an evaluation discussion, namely the timeliness of work implementation The owner's performance scores as supervisor project are Financial Perspective 24, Service Perspective 50, Process Perspective 30, and Employee Management Perspective 5,2 with a total performance score of 109,2. The conclusion of performance when viewed based on the normal curve in the previous year is good, so there is performance that needs to be maintained and improved. Peranan owner dalam suatu proyek sangatlah penting mengingat segala aktivitas proyek akan berlangsung sesuai dengan keinginan owner selaku pemilih proyek. Dalam pelaksanaannya pemilik proyek biasanya dibantu oleh konsultan pengawas untuk melakukan pengawasan terhadap segala aktivitas proyek yang berlangsung. Disamping itu konsultan pengawas nantinya juga akan menjadi penghubung antara pemilik proyek dengan kontraktor. Akan tetapi, dalam pelaksanaannya tidak semua proyek melibatkan konsultan pengawas dalam pengawasan proyek. Pengawasan proyek bisa saja dilakukan sendiri oleh owner dengan membentuk tim yang berisikan pengawas tanpa melibatkan pihak ke 2 (dua) yaitu konsultan pengawas. Proyek pada area Taman Impian Jaya Ancol pun dalam pengawasannya tidak melibatkan konsultan pengawas. Proyek pada area Taman Impian Jaya Ancol dilakukan sendiri oleh PT Pembangunan Jaya Ancol selaku owner dari proyek tersebut. Akan tetapi mengingat begitu banyaknya proyek pada area Taman Impian Jaya Ancol dan begitu banyaknya kontraktor yang bekerja (multi kontraktor) mengakibatkan diperlukannya peran serta langkah-langkah agar seluruh proyek dalam selesai dengan maximal. Pengukuran kinerja dengan metode Balanced Scorecard merupakan metode pengukuran kinerja dengan menggunakan 4 (empat) perespektif yaitu Keuangan, Konsumen, Bisnis Internal serta Pembelajaran dan Pertumbuhan. Prespektif dari metode Balanced Scorecard ini nantinya disinkronisasi dengan prespektif yang digunakan pada penilaian kinerja di PT Pembangunan Jaya Ancol. Keempat prespektif tersebut adalah Prespektif Keuangan, Prespektif Pelayanan, Prespektif Proses, dan Prespektif Pengelolaan Karyawan. Selanjutnya dari keempat prespektif tersebut dilakukan identifikasi terhadap KPI. Peran yang dilakukan oleh owner sebagai pengawas nantinya diharapkan mampu membantu untuk tercapainya KPI yang sudah ditargetkan. Peran dari owner sebagai pengawas mampu membantu tercapainya KPI yang sudah ditargetkan. Penilaian kinerja pada Prespektif Keuangan, Prespektif Pelayanan, Prespektif Proses, dan Prespektif Pengelolaan dinilai tercapai berkat peran dari owner sebagai pengawas proyek. Akan tetapi terdapat catatan yang dapat digunakan sebagai bahan evaluasi yaitu ketepatan waktu pelaksanaan pekerjaan. Skor kinerja owner sebagai pengawas proyek adalah Prespestif Keuangan sebesar 24, Prespektif Pelayanan sebesar 50, Prespektif Proses sebesar 30, dan Prespektif Pengelolaan Karyawan sebesar 5,2 dengan total skor kinerja adalah sebesar 109,2. Kesimpulan kinerja jika ditinjau berdasarkan kurva normal pada tahun sebelumnya adalah baik, sehingga adanya kinerja yang perlu dipertahankan dan ditingkatkan.
