Abstract
Work contract agreements on construction projects usually undergo several changes, this can be seen from the type of contract and scope of work. Work contract agreements on construction projects usually undergo several changes, this can be seen from the type of contract and scope of work. Changes in the project contract entered into an addendum to the contract, which is then written into a document called the contract change order (CCO). project for building a management unit for the development of urban forest plant development management unit offices underwent contract changes, due to changes in volume, unit price, and addition or reduction of work items. The Contract Change Order (CCO) process must go through several stages and involve several parties who have different powers and require technical justification to guide contract changes. With this gradual process, there are some jobs that are delayed and out of the schedule for carrying out the work, so that the project experiences delays in execution time. This study aims to determine the factors that cause the occurrence of a Contract Change Order (CCO) and determine the effect of a Contract Change Order (CCO) on the time of execution of work. The research method used is the SPSS (Statistical Product and Service Solutions) method, the research data was obtained through the distribution of questionnaires and interviews with construction actors. To identify the research variables, a literature study was conducted which was quoted from journals, theses, and theses by previous research. After the data is collected, it is analyzed using the SPSS (Statistical Product and Service Solutions) data analysis program for gradual testing. The results of the study, there are 10 variables that cause Contract change orders, and are grouped into 3 factor categories, namely factor 1 (first) is a planning factor with a factor value of 0.749 (level of strong relationship), second factor (second) is External and unexpected factors. the factor value is 0.711 (level of strong relationship) and the third factor (level of relationship) at the time of implementation with a factor value of 0.795 (level of strong relationship). Of these three factors have an effect on time performance, where the smaller the factors causing the contract change order, the less it will affect the delay in construction project work. Based on interviews with experts on the final stage of expert validation, it can be concluded that to minimize the influence of the Contract change order on the construction project implementation time, a special meeting must be held to discuss, problems, and take quick action in making decisions accompanied by correct technical rules. Then the PPK as the owner must form a contract research team to provide directions for contract changes. Keywords: Contract Change Order, Contract Addendum, CCO Faktor, jobs added and less, Time Perjanjian Kontrak pekerjaan proyek konstruksi biasanya terdapat beberapa perubahan, hal ini dapat dilihat dari jenis kontrak dan lingkup pekerjaan, perubahan kontrak proyek tersebut masuk dalam addendum kontrak yang selanjutnya dituangkan dalam dokumen perubahan kontrak yang disebut Contract Change Order (CCO). Proyek Pembangunan Kantor Unit Pengelola Pengembangan Tanaman Perkotaan Dinas Kehutanan mengalami perubahan kontrak, dimana didalamnya terdapat item pekerjaan yang mengalami perubahan volume, harga satuan, dan penambahan atau pengurangan item pekerjaan. Proses Contract Change Order (CCO) harus melewati beberapa tahapan dan melibatkan beberapa pihak yang mempunyai wewenang yang berbeda serta membutuhkan justifikasi teknis sebagai pedoman perubahan kontrak. Dengan proses yang bertahap itu, maka terdapat beberapa pekerjaan yang tertunda dan keluar dari jadwal waktu pelaksanaan pekerjaan, sehingga proyek mengalami keterlambatan waktu pelaksanaan pekerjaan. Penelitian ini bertujuan untuk mengetahui faktor-faktor penyebab terjadinya Contract Change Order (CCO) dan mengetahui pengaruh Contract Change Order (CCO) terhadap waktu pelaksanaan pekerjaan. Metode penelitian yang digunakan adalah metode SPSS (Statistical Product and Service Solutions), data penelitian diperoleh melalui pembagian kuesioner dan wawancara pada para pelaku konstruksi. Untuk mengidentifikasi variabel – variabel penelitian dilakukan studi literatur yang di kutip dari jurnal, skripsi, maupun tesis oleh penelitian terdahulu. Setelah data–data tersebut dikumpulkan kemudian dianalisis menggunakan program analisa data SPSS (Statistical Product and Service Solutions) untuk dilakukan pengujian secara bertahap. Hasil dari penelitian terdapat 10 variabel yang menjadi penyebab Contract change order, dan dikelompokan menjadi 3 kategori faktor yaitu faktor 1 (pertama) adalah faktor perencanaan dengan nilai faktor 0,749 (tingkat hubungan kuat), faktor ke 2 (kedua) faktor External dan tidak terduga dengan nilai faktor 0,711 (tingkat hubungan kuat) dan faktor ke 3 (ketiga) faktor saat pelaksanaan dengan nilai faktor 0,795 (tingkat hubungan kuat). Dari ketiga faktor tersebut berpengaruh terhadap kinerja waktu, dimana semakin kecil faktor penyebab Contract change order maka semakin sedikit pengaruhnya terhadap keterlambatan waktu pekerjaan proyek konstruksi. Berdasarkan wawancara bersama pakar pada validasi pakar tahap akhir, bahwa dapat di simpulkan untuk meminimalisir pengaruh Contract change order terhadap waktu pelaksanaan proyek konstruksi, harus dilakukan rapat khusus untuk pembahasan, masalah, dan melakukan tindakan cepat dalam mengambil keputusan disertai kaidah teknis yang benar. Kemudian PPK selaku owner harus membentuk team peneliti kontrak sebagai pemberi arah untuk perubahan kontrak.
