Abstract

Political communication of village heads has a very important role in the activities of financial management of village funds. As a political leader, the village head carries out two roles in the communication function, namely as a political communicator in building community participation and as the head of the village government in determining policies related to the use of village budget funds. So that in this study the authors examined the communication patterns used by village heads in building community participatory both from the political communicator side and from the communicator side of the village government. The research located in Wakatobi uses a qualitative approach, a case study method by means of field observations. The interview process uses unstructured methods, an atmosphere like everyday conversation. Key informants consisted of village information, BPD, youth leaders, community leaders and artisan groups. The results of the study showed that the village head used a pattern of authoritarian communication (instructions) and one-way communication (linear) to inhibit community participation in local cultural festivals. The absence of a two-way (transactional) communication process so that the related political conversation ‘someone will get what and how to get it 'never takes place in formal and non-formal spaces. Komunikasi politik kepala desa memiliki peranan yang sangat penting dalam kegiatan pengelolaan keuangan dana desa. Sebagai pemimpin politik kepala desa menjalankan dua peran fungsi komunikasi yaitu sebagai komunikator politik dalam membangun partisipatif masyarakat dan sebagai kepala pemerintahan desa dalam menentukan kebijakan terkait penggunaan anggaran dana desa. Sehingga dalam penelitian ini penulis menelaah pola-pola komunikasi yang digunakan kepala desa dalam membangun partisipatif masyarakat baik dari sisi komunikator politik maupun dari sisi komunikator pemerintahan desa. Penelitian yang berlokasi di wakatobi ini menggunakan pendekatan kualitatif, metode study kasus dengan cara observasi lapangan. Proses wawancara menggunakan metode tak terstruktur, suasana seperti percakapan sehari-hari. Key informan terdiri dari perangakat desa, BPD, tokoh pemuda, tokah masyarakat dan kelompok tukang. Hasil penelitian menunjukan kepala desa menggunakan pola komunikasi otoriter (intruksi) dan komunikasi satu arah (linear) untuk menghambat partisipasi masyarakat di kegiatan festival budaya lokal. Tidak adanya proses komunikasi dua arah (transaksional) sehingga pembicaraan politis terkait ‘seseorang akan dapat apa dan bagaimana mendapatkannya’ tak pernah berlangsung dalam ruang formal dan non formal.
