Abstract
The Art and Culture Center Building within a provincial capital is a place that is expected to represent the identity or character of the region itself. West Java has noble values that have been inherent since the past both that are reflected formally and informally in people's lives. Local concepts in the West Javanese tradition, such as the concept of penance, fostering, foster care which is a way of thinking of the traditional West Javanese society as a guide to living in harmony with nature. The concept is used as an important foundation in developing the idea behind the design of West Java Arts and Culture Center Building. The concept of the building used is through the Sustainable Architecture approach and the Neo-Vernacular concept. Sustainable Architecture is an applied concept in the field of architecture to support the sustainable concept, a sustainable building is expected to provide comfort and benefits to users, the surrounding community, nature and other aspects globally. Whereas the Neo-Vernacular building is a building with an approach that has a new meaning with a fixed meaning, the appearance of a Neo-Vernacular architecture can present a new form in the sense of old elements being renewed, so that they are not separated at all because of new interpretations of the old form then given a long meaning to avoid culture shock. Keywords: Cultural Center, West Java, Sustainable Architecture, Neo-Vernacular Gedung Pusat Seni Dan Budaya di dalam suatu Ibukota provinsi merupakan sebuah tempat yang diharapkan dapat merepresentasikan identitas atau karakter dari daerah itu sendiri. Jawa Barat memiliki nilai-nilai luhur yang telah melekat sejak masa lalu baik yang tercermin secara formal maupun informal dalam kehidupan masyarakat. Konsep-konsep lokal dalam tradisi Jawa Barat, seperti konsep silih Asah, silih Asuh, silih Asuh yang merupakan cara berpikir masyarakat tradisional Jawa Barat dimaknai sebagai pedoman hidup untuk mendapat harmoni dengan alam. Konsep tersebut dijadikan landasan penting dalam mengembangkan gagasan yang melatar belakangi perancangan Gedung Pusat Seni Dan Budaya Jawa Barat ini. Konsep bangunan yang digunakan adalah melalui pendekatan Sustainable Architecture dan konsep Neo-Vernakular. Sustainable Architecture adalah sebuah konsep terapan dalambidang arsitektur untuk mendukung konsep berkelanjutan, sebuah bangunan yang sustainable diharapkan mampu memberikan kenyamanan dan manfaat bagi pengguna, masyarakat sekitar, alam dan aspek – aspek lainnya secara global. Sedangkan bangunan Neo-Vernakular adalah bangunan dengan pendekatan yang memiliki arti bentuk baru dengan makna tetap, penampilan bentukan arsitektur Neo-Vernakular dapat menghadirkan bentuk baru dalam pengertian unsur-unsur lama yang diperbaharui, jadi tidak lepas sama sekali karena terjadi interpretasi baru terhadap bentuk lama yang kemudian diberi makna yang lama untuk menghindari kejutan budaya (culture shock).
