Abstract

Perancangan ini di latar belakangi oleh adanya penandatanganan Deklarasi Bangkok pada tahun 1967, Perhimpuan Bangsa-Bangsa Asia Tenggara atau Association of Southeast Asian Nations (ASEAN) berdiri dengan tujuan mempercepat pertumbuhan ekonomi, mendorong perdamaian dan stabilitas wilayah dan membentuk kerja sama diberbagai bidang kepentingan bersama. Perkembangan ASEAN ditandai dengan semakin pentingnya posisi ASEAN bagi dunia internasional. Hal tersebut dibuktikan dengan meningkatnya aktivitas ASEAN, meningkatnya negara yang diakreditasi ke ASEAN, meningkatnya misi khusus untuk ASEAN, dan semakin meningkatnya jumlah pertemuan ASEAN dengan sekitar 1300 pertemuan dalam satu tahun. Oleh karena itu, dibutuhkan gedung baru yang bisa memadahi kebutuhan aktivitas anggota ASEAN berupa kegiatan pertemuan rutin. Pembuatan gedung baru bertempat pada timur gedung ASEAN Secretariat. Sehingga perencanan gedung harus memiliki kesatuan atau unity dengan gedung yang lama sesuai permintaan. Dari permintaan tersebut maka gedung baru dapat menunjang kebutuhan kegiatan anggota ASEAN. Dimana gedung baru merupakan bangunan tinggi yang harus memenuhi aturan Pemprov DKI dan harus memenuhi konsep bangunan gedung hijau/green building sesuai Peraturan Menteri Pekerjaan Umum dan Perumahan Rakyat. Dan dengan meningkatnya kebutuhan energi dunia rata-rata sebesar 1.6% pertahun menurut International Energy Agency (IEA) ,maka bangunan ada penambahan konsep yang bisa meminimalisir kebutuhan energi. Salah satunya ialah konsep Arsitektur Berkelanjutan, yang diharapkan dengan konsep tersebut dapat menciptakan desain gedung yang rendah energi.This design was motivated by the signing of the Bangkok Declaration of 1967, Societies of Southeast Asian Nations or the Association of Southeast Asian Nations (ASEAN) was established with the aim of accelerating economic growth, promote peace and stability in the region and establish cooperation in various fields of mutual interest. ASEAN developments are marked by the growing importance of ASEAN's position for the international world. This is evidenced by the increased activity of ASEAN, the rising country that is accredited to ASEAN, increased special mission to ASEAN, and the increasing number of meetings of ASEAN by 1300 meetings a year.Therefore, it takes a new building that could accommodate the needs of ASEAN member activity in the form of regular meetings and activities. Making a new building located in the eastern part of building the ASEAN Secretariat. So the plans of the building must have unity with the old building. Of Requests those requests, the new building should be able to support the needs of ASEAN member activities. That new building is a high-rise building must meet the rules of the city government and must meet the green building concept in accordance Regulation of the Minister of Public Works and Public Housing. And with the increase of in world energy demand by an average of 1.6% per year According to the International Energy Agency (IEA), then there are additional concepts that can minimize energy requirements. One is the concept of Sustainable Architecture, which is expecting based on the concept can create a low-energy building.
