Abstract
Administrative services at the village office level continue to face various challenges, including manual application procedures, limited access to public services, and a lack of transparency regarding application status. This study aims to design and develop the SIWARGA mobile-based information system to support a more effective and integrated process for submitting and verifying village administrative service requests. The system was developed using the Scrum methodology, with data collected through observation, interviews, literature review, and questionnaires. System evaluation was conducted using Black Box Testing to assess functional performance and the System Usability Scale (SUS) to measure usability. The results indicate that the SIWARGA application successfully provides features for service request submission, document upload, document verification by administrative staff, real-time application status tracking, and verification result notifications. Black Box Testing confirmed that all system functions operated according to the specified requirements. Meanwhile, usability testing involving 34 respondents produced an average SUS score of 72.20, which falls within the Acceptable category with a "Good" adjective rating. Therefore, the SIWARGA mobile-based information system has proven to improve the effectiveness of village administrative services while enabling citizens to access public services digitally in a faster, more transparent, and well-documented manner. Layanan administrasi di tingkat kelurahan masih dihadapkan pada berbagai kendala, seperti proses pengajuan yang masih dilakukan secara manual, keterbatasan akses layanan, serta minimnya keterbukaan informasi terkait status permohonan. Penelitian ini bertujuan merancang dan membangun Sistem Informasi SIWARGA berbasis mobile untuk mendukung proses pengajuan dan verifikasi layanan administrasi kelurahan secara lebih efektif dan terintegrasi. Sistem dikembangkan menggunakan metode Scrum, dengan data diperoleh melalui observasi, wawancara, studi pustaka, dan kuesioner. Pengujian dilakukan menggunakan Black Box Testing untuk menilai fungsionalitas sistem dan System Usability Scale (SUS) untuk mengukur tingkat kegunaannya. Hasil penelitian menunjukkan bahwa aplikasi SIWARGA berhasil menghadirkan fitur pengajuan layanan, unggah dokumen, verifikasi berkas oleh petugas, pemantauan status secara real-time, serta notifikasi hasil verifikasi. Pengujian Black Box Testing membuktikan seluruh fungsi sistem berjalan sesuai kebutuhan, sedangkan pengujian usability terhadap 34 responden menghasilkan skor SUS rata-rata 72,20, termasuk kategori Acceptable dengan adjective rating "Good". Dengan demikian, Sistem Informasi SIWARGA berbasis mobile terbukti mampu meningkatkan efektivitas layanan administrasi kelurahan serta mempermudah masyarakat mengakses layanan secara digital, cepat, transparan, dan terdokumentasi.
