Abstract
The use of digital media by the government has continued to grow over time as a new platform for public communication and education. One issue that has gained significant attention is the procedure for working abroad, considering the high interest of Indonesian society in overseas employment alongside the sharp increase in cases of illegal migrant workers. The West Java BP3MI utilizes YouTube as a digital medium to disseminate information and conduct public outreach regarding official procedures for working abroad, migrant workers rights, the risks associated with choosing illegal pathways. This study aims to analyze the effectiveness of the West Java BP3MI YouTube content entitled “ “MIMPI KE LUAR NEGERI: ANTARA PELUANG ATAU PERANGKAP” on teh understanding of prospective Indonesian migrant workers. The research focuses on examining the effectiveness of the content as a form of government communication based on the Yale Theory, as well as its influence on the understanding of prospective migrant workers measured through Bloom’s Cognitive Domain theory. This research employs a survey method with a quantitative approach. The sample consist of 95 respondents selected using a purposive sampling techinique. Data analysis was conducted through a normality test and simple linear regression, processed using SPSS software version 27. The results show that the calculated t-valua is 10.967 with a significance level of 0.000< 0.05, and the coefficient of determination (R Square) is 0.564. These findings indicate that BP3MI Jawa Barat YouTube content has a positive and significant effect on the understanding of prospective Indonesian migrant workers. Furthermore, 56.4 % of understanding prospective migrant workers can be explained by the effectiveness of the message contained in BP3MI Jawa Barat YouTube content, while the remaining percentage is influenced by factors outside this study. Based on the findings, the West Java BP3MI YouTube content entitled “MIMPI KE LUAR NEGERI: ANTARA PELUANG ATAU PERANGKAP” is proven to be effective in enhancing the understanding of prospective Indonesian migrant workers. This study is expected to serve as a reference for the development of government public communication strategies in digital media, particularly in efforts to mitigate illegal migrant worker cases. Salah satu isu yang menjadi sorotan adalah prosedur kerja ke luar negeri, mengingat minat kerja ke luar negeri masyarkat Indonesia ke luar negeri tinggi namun kasus pekerja migran illegal juga melonjak sangat tinggi. BP3MI Jawa Barat menggunakan media sosial YouTube sebagai sarana baru untuk menyampaikan informasi, sosialisasi kepada masyarakat seperti prosedur resmi kerja ke luar negeri, hak-hak pekerja migran, dan risiko memilih jalur illegal.Penelitian ini bertujuan untuk menganalisis efektivitas konten YouTube BP3MI Jawa Barat berjudul “Mimpi Ke Luar Negeri Antara: Peluang Atau Perangkap” terhadap pemahaman calon pekerja migran Indonesia. Penelitian ini berfokus untuk mengkaji seberapa efektif konten BP3MI Jawa Barat sebagai pemerintah yang dianalisis berdasarkan Teori Yale , serta pengaruhnya kepada pemahaman calon pekerja migran Indonesia diukur melalui teori Cognitive Domain (Bloom). Penelitian ini meggunakan metode survei dengan pendekatan kuantitatif. Sampel pada penelitian ini sebanyak 95 responden dengan cara pengambilan teknik purposive sampling yang selanjutnya dilakukan analisis melalui uji normalitas dan regresi linear sederhana yang dihitung menggunakan perangkat lunak SPSS versi 27. Hasil penelitian memperoleh nilai T hitung (10,967) dengan tingkat signifikansi 0,000 < 0,05 serta nilai koefisien determinasi (R Square) adalah 0,564. Artinya dari hasil tersebut menunjukkan jika konten YouTube BP3MI Jawa Barat memiliki pengaruh positif dan signifikan terhadap pemahaman calon pekerja migran Indonesia, selain itu sebesar 56,4 % pemahaman calon pekerja migran Indonesia bisa dijelaskan oleh konten YouTube BP3MI Jawa Barat dan sisanya dipengauhi oleh faktor luar di penelitian ini. Berdasarkan hasil penelitian, konten YouTube BP3MI Jawa Barat berjudul “Mimpi Ke Luar Negeri Antara: Peluang Atau Perangkap” terbukti efektif terhadap pemahaman calon pekerja migran Indonesia. Penelitian ini diharapkan dapat dijadikan rujukan untuk pengembangan strategi komunikasi publik pemerintah di media digital, terutama upaya mitigasi pekerja migran illegal.
