Abstract
Retrofitting projects experience delays and cost overruns due to risks. These risks can include uncertainty regarding costs, completion times, and potential operational disruptions during the retrofitting process. According to the 2024 project report, during the implementation of an industrial building retrofitting project, the contractor experienced significant cost overruns, with progress only reaching 8%, but expenditures had already reached 17%. In reality, several issues frequently arise. These issues have become an important focus in research on value engineering and risk analysis for cost optimization. This study aims to integrate value engineering and risk analysis methods to optimize costs and increase efficiency in retrofitting projects. The method used is a mixed-method approach with case studies and SEM-PLS statistical analysis. Data were obtained through surveys, expert interviews, field observations, and project documentation. The results of this research modeling indicate that value engineering, risk analysis, construction technology, and project complexity significantly influence project cost and time efficiency, with construction technology being the most dominant factor. The VE results yielded a more efficient alternative to fire-rated drywall, resulting in cost savings of up to Rp 5,361,738,456 (9.63%). The Life Cycle Cost analysis showed that the use of the alternative fire-rated drywall material was more economical, with a life cycle cost difference of 13.73%. Risiko-risiko ini dapat mencakup ketidakpastian terkait biaya, waktu penyelesaian, dan potensi gangguan operasional selama proses retrofitting. Berdasarkan laporan proyek tahun 2024, dalam pelaksanaan proyek retrofitting bangunan industri, kontraktor mengalami cost overrun yang cukup besar dimana progress baru di angka 8%, namun dari sisi pengeluaran sudah mencapai 17%. Dalam kenyataannya, terdapat beberapa masalah yang sering muncul. Masalah ini menjadi fokus penting dalam penelitian mengenai rekayasa nilai dan analisis risiko untuk optimalisasi biaya. Penelitian ini bertujuan untuk mengintegrasikan metode rekayasa nilai dan analisis risiko dalam rangka optimalisasi biaya dan peningkatan efisiensi pada proyek retrofitting. Metode yang digunakan adalah pendekatan campuran (mix-method) dengan studi kasus dan analisis statistik SEM-PLS. Data diperoleh melalui survei, wawancara pakar, observasi lapangan, serta dokumentasi proyek. Hasil pemodelan penelitian ini menunjukkan bahwa rekayasa nilai, analisis risiko, teknologi konstruksi, dan kompleksitas proyek berpengaruh signifikan terhadap efisiensi biaya dan waktu proyek, dengan teknologi konstruksi sebagai faktor paling dominan. Hasil VE menghasilkan alternatif drywall fire-rated yang lebih efisien dengan penghematan biaya hingga Rp 5.361.738.456 atau 9,63%. Analisis Life Cycle Cost menunjukkan bahwa penggunaan material alternatif Drywall fire-rated lebih ekonomis dengan selisih biaya siklus hidup sebesar 13,73%.
