Abstract
Construction projects are complex projects that require efficient time and cost management to ensure timely completion and meet targets. However, implementation often encounters delays, partly due to limited funding and material availability, as was the case with the ABC Cluster Development Project in Permata Hijau, Jakarta. This study aims to optimize project duration and costs by utilizing the Critical Path Method (CPM) to determine the critical path, and the Time Cost Trade-Off (TCTO) method through the option of adding overtime. The study employed a qualitative approach through literature review, primary data collection through field observations and project documentation, and secondary data such as S-curves, cost estimates (RAB), and cost-to-cost (BOQ) calculations. Project scheduling was limited to structural work, which has a normal duration of 70 days and a total normal cost of Rp 595,670,706.80. The purpose of the study was to determine the optimal cost and time to complete the project. After analysis, the optimal duration was found to be 42 days, 28 days faster than the normal duration. The optimal cost is Rp696,183,341.85, consisting of direct costs of Rp609,190,925.32 and indirect costs of Rp86,992,416.53. Keywords: Project Management, Critical Path Method (CPM), Time Cost Trade Off (TCTO), Time and Cost Optimization Proyek konstruksi merupakan pekerjaan yang kompleks dan menuntut pengelolaan waktu serta biaya yang efisien agar dapat diselesaikan tepat waktu sesuai target. Namun, dalam pelaksanaannya sering kali menghadapi keterlambatan, salah satunya disebabkan oleh keterbatasan biaya dan ketersediaan material seperti yang dialami dalam Proyek Pembangunan Cluster ABC di Permata Hijau, Jakarta. Dalam penelitian ini, bertujuan untuk mengoptimalkan durasi dan biaya proyek dengan memanfaatkan metode Critical Path Method (CPM) guna menentukan jalur kritis, serta metode Time Cost Trade Off (TCTO) melalui opsi penambahan jam kerja lembur. Penelitian dilakukan dengan pendekatan kualitatif melalui studi literatur, pengumpulan data primer dengan cara observasi lapangan dan dokumentasi proyek, serta data sekunder seperti kurva-S, RAB, dan BOQ. Penjadwalan proyek yang dilakukan hanya pada pekerjaan struktur, yang memiliki durasi normal 70 hari dan total biaya normal sebesar Rp 595.670.706,80. Tujuan dari penelitian untuk mengetahui biaya optimal dan waktu optimal yang dapat dilakukan untuk menyelesaikan proyek dengan optimal. Setelah dilakukannya analisa, didapat durasi optimalnya sebanyak 42 hari, lebih cepat 28 hari dari durasi normal. Dan biaya optimalnya sebesar Rp696.183.341,85, terdiri dari biaya langsung sebesar Rp609.190.925,32 dan biaya tidak langsung sebesar Rp86.992.416,53.
