Abstract
Indonesia’s growing population and severe housing backlog have driven the government to accelerate the development of low-cost vertical housing (rusun) as a strategic solution. However, rusun projects in DKI Jakarta continue to face challenges, particularly regarding work quality, occupational safety, and leadership effectiveness. This study aims to analyze the influence of compliance with Occupational Safety and Health (OSH) programs and leadership on work quality, both directly and indirectly through work motivation as a mediating variable. This research adopts a quantitative explanatory approach, involving 800 project workers from PT Jakarta Propertindo Tbk., with a sample of 267 respondents determined using Slovin’s formula (α = 5%). Data were collected through Likert-scale questionnaires and analyzed using Structural Equation Modeling (SEM) with AMOS version 22.00. Results show that compliance with the OSH program has a significant positive effect on work quality (coefficient = 0.537; CR = 2.545; p = 0.031), but not on work motivation (coefficient = 0.013; CR = 0.200; p = 0.836). Leadership significantly influences both work motivation (coefficient = 0.018; CR = 2.571; p = 0.032) and work quality (coefficient = 0.321; CR = 2.610; p = 0.029). Work motivation acts as a mediating variable, especially between leadership and work quality (indirect effect = 0.0079), while its mediating effect between OSH and work quality is minimal (0.0057). Overall, this study highlights that, alongside consistent OSH implementation, effective leadership and strong work motivation are critical strategies for improving project quality. The findings also contribute theoretically to the development of an integrative SEM-based model for evaluating human resource management effectiveness in public construction projects. Pertumbuhan populasi dan backlog perumahan di Indonesia mendorong pemerintah mempercepat pembangunan rumah susun sebagai solusi hunian vertikal. Namun, proyek rusun di DKI Jakarta masih menghadapi tantangan serius, terutama pada aspek kualitas pekerjaan, keselamatan kerja, dan efektivitas kepemimpinan. Penelitian ini bertujuan menganalisis pengaruh kepatuhan terhadap Program Keselamatan dan Kesehatan Kerja (K3) serta kepemimpinan terhadap kualitas kerja, baik secara langsung maupun tidak langsung melalui motivasi kerja sebagai variabel intervening. Penelitian menggunakan pendekatan kuantitatif eksplanatori dengan populasi 800 pekerja proyek rusun PT Jakarta Propertindo Tbk., dan sampel 267 responden (Slovin, α = 5%). Data dikumpulkan melalui kuesioner dan dianalisis menggunakan Structural Equation Modeling (SEM) berbantuan AMOS versi 22.00. Hasil menunjukkan kepatuhan terhadap Program K3 berpengaruh signifikan positif terhadap kualitas kerja (koefisien = 0,537; CR = 2,545; p = 0,031), namun tidak signifikan terhadap motivasi kerja (koefisien = 0,013; CR = 0,200; p = 0,836). Kepemimpinan berpengaruh signifikan terhadap motivasi kerja (koefisien = 0,018; CR = 2,571; p = 0,032) dan kualitas kerja (koefisien = 0,321; CR = 2,610; p = 0,029). Motivasi terbukti sebagai variabel mediasi, terutama dalam hubungan antara kepemimpinan dan kualitas kerja (pengaruh tidak langsung = 0,0079), meskipun efek mediasi motivasi terhadap hubungan K3 dan kualitas kerja sangat kecil (0,0057). Penelitian ini menekankan pentingnya kepemimpinan efektif dan motivasi kerja sebagai strategi peningkatan kualitas proyek. Secara teoretis, temuan ini memperkaya pengembangan model integratif berbasis SEM dalam manajemen sumber daya manusia proyek konstruksi publik.
