Abstract

This study aims to analyze public communication strategies in encouraging community participation in sanitation programs in Kranggan Village, Setu District, South Tangerang City. The main problem in implementing sanitation programs often lies not only in the availability of facilities, but also in the low level of community participation due to the lack of effective communication. This study uses a qualitative approach with a case study method. Data collection techniques are carried out through indepth interviews, participant observation, and documentation. The results of the study show that the public communication strategy implemented in Kranggan Village still focuses on interpersonal communication through community leaders such as RT/RW and health cadres. Although this approach has proven effective in reaching the community directly, the use of digital media and structured communication systems is still minimal. Hafied Cangara's (2018) communication strategy theory is used as an analytical framework, which emphasizes the importance of relevant messages, appropriate media, audience involvement, and clear communication objectives. In this context, community participation increases if communication is carried out persuasively, openly, and consistently. The findings also show that the role of local leaders is very significant in building trust and encouraging community involvement in sanitation programs, such as the construction of healthy toilets and household waste management. This study recommends the need for a more planned public communication strategy, adaptive to community characteristics, and integrating digital channels to reach a wider segment. A strong communication strategy will increase the effectiveness of sanitation programs in a sustainable manner. Keywords: Public Communication Strategy, Community Participation, Sanitation, Keranggan Village, Hafied Cangara's Theory Penelitian ini bertujuan untuk menganalisis strategi komunikasi publik dalam mendorong partisipasi masyarakat terhadap program sanitasi di Kelurahan Kranggan, Kecamatan Setu, Kota Tangerang Selatan. Permasalahan utama dalam implementasi program sanitasi sering kali bukan hanya terletak pada ketersediaan sarana, tetapi juga pada rendahnya partisipasi masyarakat akibat kurangnya efektivitas komunikasi. Penelitian ini menggunakan pendekatan kualitatif dengan metode studi kasus. Teknik pengumpulan data dilakukan melalui wawancara mendalam, observasi partisipatif, dan dokumentasi. Hasil penelitian menunjukkan bahwa strategi komunikasi publik yang dijalankan di Kelurahan Kranggan masih berfokus pada komunikasi interpersonal melalui tokoh masyarakat seperti RT/RW dan kader kesehatan. Meskipun pendekatan ini terbukti efektif dalam menjangkau masyarakat secara langsung, pemanfaatan media digital dan sistem komunikasi yang terstruktur masih minim. Teori strategi komunikasi Hafied Cangara (2018) digunakan sebagai kerangka analisis, yang menekankan pentingnya pesan yang relevan, media yang tepat, keterlibatan audiens, serta tujuan komunikasi yang jelas. Dalam konteks ini, partisipasi masyarakat meningkat apabila komunikasi dilakukan secara persuasif, terbuka, dan konsisten. Temuan juga menunjukkan bahwa peran tokoh lokal sangat signifikan dalam membangun kepercayaan dan mendorong keterlibatan warga dalam program sanitasi, seperti pembangunan jamban sehat dan pengelolaan sampah rumah tangga. Penelitian ini merekomendasikan perlunya strategi komunikasi publik yang lebih terencana, adaptif terhadap karakteristik masyarakat, dan mengintegrasikan saluran digital untuk menjangkau segmen yang lebih luas. Strategi komunikasi yang kuat akan meningkatkan efektivitas program sanitasi secara berkelanjutan.
