Abstract

The Civil Service and Human Resources Development Agency (BKPSDM) of South Tangerang City has a central role as an integral part of the regional government structure, focusing on providing civil service, education, and training services, as well as organizing regional statistics for updating employee data within the South Tangerang City Government. This study aims to analyze the effect of Financial Compensation and Recruitment on organizational citizenship behavior (OCB) with Organizational Commitment as an intervening variable. By using a quantitative method using a saturated sample technique, namely a sampling technique where all members of the existing population are used as samples in this study, namely All Non-ASN Employees of the Civil Service and Human Resources Development Agency of South Tangerang City totaling 44 people consisting of 35 general administrative staff, 4 general service staff and 5 security personnel. the analysis was carried out quantitatively by collecting questionnaires. The Structural Equation Model (SEM) was used as an analysis method and Smart - PLS was used as an analysis tool. The expected contribution of this research can be used to support employee development, especially in the Civil Service and Human Resources Development Agency (BKPSDM) of South Tangerang City. The conclusion of the research that has been conducted is that Financial Compensation has a positive and significant effect on organizational citizenship behavior, Recruitment has a positive and significant effect on organizational citizenship behavior, Financial Compensation has a positive and significant effect on Organizational Commitment, Recruitment has a positive and significant effect on Organizational Commitment, Organizational Commitment has a positive and significant effect on organizational citizenship behavior, Organizational commitment has a positive and significant effect in mediating the effect of financial compensation on organizational citizenship behavior, organizational commitment has a positive and significant effect in mediating the effect of recruitment on organizational citizenship behavior. Badan Kepegawaian dan Pengembangan Sumber Daya Manusia (BKPSDM) Kota Tangerang Selatan memiliki peran sentral sebagai bagian integral dari struktur pemerintahan daerah, fokus pada penyediaan layanan kepegawaian, pendidikan, dan pelatihan, serta penyelenggaraan statistik daerah untuk pembaruan data pegawai di lingkup Pemerintahan Kota Tangerang Selatan. Penelitian ini bertujuan untuk menganalisis pengaruh Kompensasi Finansial dan Rekrutmen terhadap organizational citizenship behavior (OCB) dengan Komitmen Organisasi sebagai variable intervening. Dengan menggunakan metode dan kuantitatif menggunakan teknik sampel jenuh yaitu Teknik penentuan sampel yang dimana semua anggota dari populasi yang ada dijadikan menjadi sampel dalam penelitian ini adalah Seluruh Pegawai Non ASN Badan Kepegawaian dan Pengembangan Sumber Daya Manusia Kota Tangerang Selatan yang berjumlah 44 orang yang terdiri dari 35 orang tenaga administrasi umum, 4 tenaga pelayanan umum dan 5 tenaga keamanan. analisis dilakukan secara kuantitatif dengan metode pengumpulan kuesioner. Structural Equation Model (SEM) digunakan sebagai metode analisis dan Smart – PLS digunakan sebagai alat analisis. Kontribusi yang diharapkan penelitian ini dapat digunakan untuk mendukung peningkatan pegawai khususnya di Badan Kepegawaian dan Pengembangan Sumber Daya Manusia (BKPSDM) Kota Tangerang Selatan. Kesimpulan dari penelitian yang telah dilakukan bahwa Kompensasi Finansial berpengaruh positif dan signifikan terhadap organizational citizenship behavior, Rekrutmen berpengaruh positif dan signifikan terhadap organizational citizenship behavior, Kompensasi Finansial berpengaruh positif dan signifikan terhadap Komitmen Organisasi, Rekrutmen berpengaruh positif dan signifikan terhadap Komitmen Organisasi, Komitmen Organisasi berpengaruh positif dan signifikan terhadap organizational citizenship behavior, Komitmen organisasi berpengaruh positif dan signifikan dalam memediasi pengaruh kompensasi finansial terhadap organizational citizenship behavior, komitmen organisasi berpengaruh positif dan signifikan dalam memediasi pengaruh rekrutmen terhadap organizational citizenship behavior.
