Abstract
Based on the Serang Regency Regional Regulation Number 3 of 2017 concerning the Acceleration of SerangRegency Road Infrastructure Development that in order to improve public services, especially adequate road infrastructure in Serang Regency, in order to encourage, improve the community's economy and regional competitiveness, it is necessary to acceleratethe development of damaged road infrastructure by supported by development budgeting priorities that are in accordance with the aspirations of the community's needs, the Serang Regency road improvement project has been determined with a handling length of100 Kilometers per year for 5 fiscal years from 2017 to the 2021 fiscal year, achieving the implementation of road improvement work in Serang Regency until the end of 2021 the remaining 20 kilometers due to the usual additions and time of work in the field. The purpose of this study is to analyze the factors for the additional costs and time that occur in road improvement work in SerangRegency by identifying the causal factors and obtaining the highest and lowest factors that affect delays and impacts that will occur and to obtain suggestions for mitigation actions related to additional costs. and the time of work that occurs using themethod through the distribution of questionnaires and through interviews. Respondents are aimed at contractor personnel. Data processing uses validity, reliability, and normality tests while data analysis uses descriptive analysis through the help of program softwareJeffreys’ Amazing Statistics Program(JASP) teethRelative Importance Index (RII)It is hoped that with this method the factors causing the increase in costs and time in road improvement work can be identified. It was identified that there were 5factors, namely environmental, financial, method of implementation, technical and socio-cultural which had an effect on cost and time performance on road improvement work in Serang district with the highest level causing additional time being socio-cultural factors with community licensing sub-factors having RII values. 0.725, and the highest factor that causes additional costs is a technical factor with a volume change sub-factor that has a RII value of 0.715, while the highest level factor in handling additional time and costs is the work design suitability factor with a value of 0.714. Keywords: project, road improvement, factor analysis, cost and time Bedasarkan Peraraturan Daerah Kabupaten Serang Nomor 3 Tahun 2017Tentang Percepatan Pembangunan Infrastruktur Jalan Kabupaten Serang bahwa untuk meningkatkan pelayanan publik terutama infrastruktur jalan yang memadai di Kabupaten Serang, guna mendorong, meningkatkan perekonomian masyarakat dan daya saing daerah, maka perlu percepatan pembangunan infrastruktur jalan yang rusak dengan didukung prioritas penganggaran pembangunan yang sesuai dengan aspirasi kebutuhan masyarakat, proyek peningkatan jalanKabupatenSerangtelah ditetapkan dengan panjang penanganan100 Kilometer per tahun selama 5 tahun anggaran dari tahun 2017 sampai dengan tahun anggaran 2021, pencapaian pelaksanaan pekerjaan peningkatan jalan di Kabupaten Serang sampai akhir tahun 2021 tersisa 20 kilometer dikarenakan adanya penambahan biasa danwaktu pekerjaan di lapangan. TujuanPenelitian ini adalah menganalisisfaktorataspenambahanwaktu dan biaya yang terjadi pada pekerjaanpeningkatan jalan di Kabupaten Serangdengan cara mengidentifikasi faktor penyebab serta didapat faktor yang tertinggidan terendah yang mempengaruhi keterlambatan dan dampak yang akan terjadi serta untuk mendapatkan saran tindak mitigasi berkaitan denganpenambahan biaya dan waktupekerjaan yang terjadi dengan menggunakan metode melalui penyebaran kuesionerdan melaluiwawancara. Responden ditujukan pada personil kontraktor. Pengolahan data menggunakan uji validitas,reliabilitas,dan normalitassedangkan analisis data menggunakan analisis deskriptif melalui bantuan softwareProgramJeffreys’ Amazing Statistics Program(JASP)dan Relative Importance Index (RII)diharapkan dengan metode tersebut dapat diketahui faktorfaktor penyebab terjadinyapenambahan biaya dan waktu di pekerjaan peningkatan jalan. Diidentifikasi terdapat 5 faktor yaitu faktor lingkungan, keuangan,metode pelaksanaan, teknis dan social budayayang berpengaruh terhadap kinerja biaya dan waktu pada pekerjaan peningkatan jalan di kabupaten Serangdenganlevel tertinggi penyebab penambahan waktuadalahfaktor sosial budaya dengan sub faktor perizinanmasyarakatyang mempunyainilaiRII0.725,danfaktor tertinggi penyebab penambahan biayaadalahfaktor teknis dengan sub faktor perubahan volume yang mempunyainilaiRII0.715, sedangkat faktor level tertinggi dalam penanganan penambahan waktu dan biaya yaitufaktor kesesuaian disainpekerjaan dengan nilai 0.714.
