Abstract

One form of national development is the development of the infrastructure sector. At the political level, fast trains are a form of modernization in Indonesia which strengthens the role of railways as urban public transportation and inter-city traffic. This high-speed rail line consists of elevated, tunnel and subgrade. During the implementation of construction projects there were many delays in implementation, one of which was elevated work. The survey was conducted using a survey methodology of 44 (forty four) respondents, using a question and answer instrument to the respondents to identify stakeholder factors and the impact of implementation management on time performance and the cost impact of construction projects. Research data were analyzed using the Relative Importance Index (RII) and SPSS methods. From the results of the analysis it is concluded that the most dominant variable is the stakeholder. The most dominant main factor is the owner, while the most dominant sub-factor that influences the performance constraints of elevated work, namely there are design changes during project implementation (RII 0.939). Keywords : Project, Infrastructure, High Speed Rail, Elevated, SPSS, RII Salah satu bentuk pembangunan nasional adalah pembangunan sektor infrastruktur. Pada tataran politik, kereta cepat merupakan salah satu bentuk modernisasi di Indonesia yang memperkuat peran perkeretaapian sebagai angkutan umum di perkotaan dan lalu lintas antar kota. Jalur kereta api berkecepatan tinggi ini terdiri dari elevated, tunnel dan subgrade. Selama pelaksanaan proyek konstruksi banyak terjadi keterlambatan pelaksanaan, salah satunya adalah pekerjaan elevated. Survei dilakukan dengan metodologi survei terhadap 44 (empat puluh empat) responden, menggunakan instrumen tanya jawab kepada responden untuk mengidentifikasi faktor pemangku kepentingan dan dampak manajemen implementasi terhadap kinerja waktu dan dampak biaya proyek konstruksi. Data penelitian dianalisis dengan menggunakan metode Relative Importance Index (RII) dan SPSS. Dari hasil analisis disimpulkan bahwa variabel yang paling dominan adalah pemangku kepentingan. Main faktor paling dominan adalah owner, sedangkan sub faktor paling dominan yang berpengaruh menjadi kendala kinerja pekerjaan elevated, yaitu terdapat perubahan design pada saat pelaksanaan proyek (RII 0.939).
