Abstract

Transportation problems that often occur in big cities are congestion problems. one of the prone points of congestion in the city of Bekasi, namely the unsignalized intersection and the Raya Bekasi road section. This final project aims to analyze and evaluate the performance of these non-signalized intersections and the performance of the Bekasi Highway. The method used in this study is the 1997 Indonesian Road Capacity Manual method and Transportation Minister Regulation No. KM 14 of 2006. Based on the analysis results obtained the performance of unsigned intersections and roads in existing conditions that have the highest degree of saturation on Thursday, November 8, 2018 and Thursday , November 15 2018 during the day is bad. Where the QP value is 110% with DS = 1,159 with LOS F. While the research target is the probability of queuing up to 80%. While DS for Jalan Raya Bekasi is 0.82 with LOS D. The most effective alternative solution to improve service level performance for unsignalized intersections and the Bekasi Highway is by prohibiting turning right while reducing the level of side barriers around the intersection and regulating operating hours. for heavy vehicles crossing the Bekasi highway, especially during rush hour. With this solution alternatives, get the value of the queue 60% chance to LOS C and the value of the degree of saturation of the street Raya Bekasi down to 0.74 with LOS C Keywords: unsignalized intersections, Roads, Level of service, degree of saturation, Opportunity queue, Alternative solution. Permasalahan transportasi yang sering terjadi di kota besar adalah masalah kemacetan. salah satu titik rawan kemacetan di kota Bekasi, yaitu simpang tak bersinyal dan ruas jalan Raya Bekasi. Tugas akhir ini bertujuan untuk menganalisa dan mengevaluasi kinerja simpang tak bersinyal tersebut dan kinerja ruas jalan Raya Bekasi. Metode yang digunakan dalam penelitian ini adalah metode Manual Kapasitas Jalan Indonesia 1997 dan Peraturan Menteri perhubungan No KM 14 tahun 2006. Berdasarkan hasil analisa didapatkan kinerja simpang tak bersinyal dan ruas jalan pada kondisi eksisting yang memiliki derajat kejenuhan tertinggi pada Kamis, 08 November 2018 dan Kamis, 15 November 2018 siang hari adalah buruk. Dimana nilai QP sebesar 110 % dengan DS = 1,159 dengan LOS F Sementara sasaran penelitian peluang antrian maksimal 80 %. Sementara DS untuk Jalan Raya Bekasi yaitu 0,82 dengan LOS D.Alternatif solusi untuk memperbaiki tingkat pelayanan kinerja simpang tak bersinyal dan ruas jalan Raya Bekasi yang paling efektif adalah dengan melakukan pelarangan belok kanan sekaligus mengurangi tingkat hambatan samping di sekitar persimpangan dan mengatur jam operasional untuk kendaraan berat melintasi jalan raya Bekasi terutama di jam sibuk. Dengan alternatif solusi ini, didapat nilai dari peluang antrian 60 % dengan LOS C dan nilai dari derajat kejenuhan dijalan Raya Bekasi turun menjadi 0,74 dengan LOS C Kata kunci: Simpang tak bersinyal, Ruas jalan, Level of service, Derajat kejenuhan, Peluang antrian, Alternatif solusi.
