Abstract

Water resources and irrigation management plays an essential role in the country's efforts to improve agriculture, rural incomes, and food security in Indonesia. To address the irrigation infrastructure gap, Indonesia’s National Medium-Term Development Plan (RPJMN) 2015-2019 targeted the development of one million new irrigation schemes by 2019, and the Directorate General of Natural Resources (DGWR) proposes to develop a 38,000 Ha Irrigation Project in South Sulawesi. The Irrigation System Development Planning Project in South Sulawesi was contracted on September 18 2019 – Extended until now indicating that there are problems that arise in the project work process, causing delays so that a performance evaluation is needed to be able to provide data and information about the efficiency and effectiveness of project activities. Inappropriate planning, imperfect project site investigations, inadequate project management skills, and lack of professional service providers, are closely related to the results of a construction project process (project performance). This research is limited to the scope of performance appraisal on the Irrigation System Development Planning project in South Sulawesi. The aims and objective of this research are to implementing a performance appraisal system and comparing the degree of importance of influence between criteria on the implementation of the Irrigation System Development Planning project in South Sulawesi. In this study, the Analytic Hierarchy Process (AHP) is used to stipulate project priorities involving several criteria and several alternatives, where the assessment criteria are defined and processed through a pairwise comparison matrix in determining which variable has the highest priority in order to influence the outcome of the situation. From the results of the analysis of the project performance assessment of the Irrigation System Development Planning Project in South Sulawesi, it can be concluded at level 2 indicating that the Cost Aspect is the most influential factor on project performance (29%), followed by the Time Aspect (24.45%), then Document Quality (23.50). %), and Terms of Reference (ToR) (22.86%). From the weighting results, it is found that the Costs Aspect is the most influential factor in project performance. Based on the assessment hierarchy that has been completed with global weights for all criteria, a project performance appraisal system table is created and the resulting score is 70.94 indicating that the performance of the Irrigation System Development Planning project in South Sulawesi is included in the "Enough" classification. Keywords : Analytic Hierarchy Process (AHP), Planning Project, Performance Appraisal System Pengelolaan sumber daya air dan irigasi memainkan peran penting dalam upaya negara untuk meningkatkan pertanian, pendapatan pedesaan dan ketahanan pangan di Indonesia. Untuk mengatasi kesenjangan infrastruktur irigasi, Rencana Pembangunan Jangka Menengah Nasional (RPJMN) 2015-2019 menargetkan pengembangan satu juta skema irigasi baru pada tahun 2019, dan Ditjen SDA mengusulkan untuk mengembangkan 38.000 Ha Proyek Irigasi di Sulawesi Selatan. Proyek Perencanaan Pengembangan Sistem Irigasi di Sulawesi Selatan terkontrak pada 18 September 2019 – Extended hingga sekarang menunjukkan adanya masalah yang timbul dalam proses pengerjaan proyek sehingga menyebabkan keterlambatan sehingga perlu dilakukannya evaluasi kinerja untuk dapat menyediakan data dan informasi tentang efisiensi dan efektifitas kegiatan proyek. Perencanaan yang tidak tepat, investigasi lokasi proyek yang tidak sempurna, kurang memadainya kemampuan pengelolaan proyek dan kurang profesionalnya penyedia jasa, berkaitan erat terhadap hasil suatu proses proyek konstruksi (kinerja proyek). Penelitian ini dibatasi pada lingkup penilaian kinerja pada proyek Perencanaan Pengembangan Sistem Irigasi di Sulawesi Selatan. Maksud dan tujuan penelitian ini adalah untuk mengimplementasikan sistem penilaian kinerja dan membandingkan tingkat pengaruh terpentingan antar kriteria pada pelaksanaan proyek Perencanaan Pengembangan Sistem Irigasi di Sulawesi Selatan. Dalam penelitian ini, Analytic Hierarchy Process (AHP) digunakan untuk menentukan prioritas proyek yang melibatkan beberapa kriteria dan beberapa alternatif, dimana kriteria penilaian ditentukan dan diolah melalui matriks perbandingan berpasangan untuk menetapkan variabel mana yang memiliki prioritas paling tinggi guna mempengaruhi hasil pada situasi tersebut. Dari hasil analisis penilaian kinerja proyek Proyek Perencanaan Pengembangan Sistem Irigasi di Sulawesi Selatan dapat disimpulkan pada level 2 menunjukkan bahwa Aspek Biaya (29%), diikuti oleh Aspek Waktu (24.45%), kemudian Kualitas Dokumen (23.50%), dan Kerangka Acuan Kerja (ToR) (22.86%). Dari hasil pembobotan tersebut didapat bahwa Aspek Biaya merupakan factor yang paling berpengaruh terhadap kinerja proyek. Berdasarkan hirarki penilaian yang telah dilengkapi bobot global semua kriteria, maka dibuat tabel sistem penilaian kinerja proyek dan dihasilkan nilai 70.94 menunjukkan bahwa kinerja proyek Perencanaan Pengembangan Sistem Irigasi di Sulawesi Selatan masuk dalam klasifikasi “Cukup”.
