Abstract
The 2019 Corona virus appeared suddenly in China which continuously spread across the world, including in Indonesia, the massive and fast spread of which made governments around the world react by immediately closing their ports and international airports so that the movement and mobilization of people between countries came to a halt. . Governments in the world, including Indonesian Government, have begun to make changes to regulations related to entry and exit requirements between countries as well as new normal regulations. This research aims to find out how strong or significant the relationship between time delays and contract price increases due to the government issuing regulatory changes to suppress the disease of covid-19 which has multiple impact on the emergence of claims in power plant projects in Indonesia and to determine what factors dominantly affecting time delays and contract price increases during the covid-19 pandemic. This research conclusion is that there was a significant relation between time delay and a significant relation on increase in contract prices. For the relationship between time delay and increased of contract price toward claims, there was a strong relationship where time delay and increased contract price would certainly lead to project claims. Changes in government regulations during the COVID-19 pandemic have caused inefficiency in power plant construction projects in Indonesia.
