Abstract

PT Angkasa Pura II (Persero) is one of the State-Owned Enterprises (SOEs) which is engaged in the business of airport services and airport-related services in Indonesia. PT Angkasa Pura II (Persero) manages several airports including Soekarno-Hatta International Airport. Soekarno-Hatta International Airport has 3 (three) separate passenger terminals, namely Terminal 1, Terminal 2 and Terminal 3, to connect the three terminals using transportation modes in the form of sky trains. Sky Train is one of the mass public transports, where the Sky train is expected to move passengers from and to the airport and move passengers between terminals of Soekarno-Hatta Airport faster and on time. In this Final Project, to evaluate the travel time between Soekarno-Hatta Airport terminals on sky train transportation modes and analyze the performance of elevated railroad transportation modes for airport service users by using the Importance Performance Analysis (IPA) test. From the analysis of the travel time there is still a gap between the travel time of the plan and the actual travel time, where the actual travel time from Terminal 1 to Terminal 3 is 13: 01 minutes, Terminal 1 to Terminal 2 is 06:50 minutes and from Terminal 2 to Terminal 3 is 06:10 minutes, while the planned travel time from Terminal 1 to Terminal 3 is 12:00 minutes, Terminal 1 to Terminal 2 is 06:00 minutes and from Terminal 2 to Terminal 3 is 06:00 minutes. Furthermore, the satisfaction analysis results airport service users with the Importance Peformance Analysis (IPA) test, in quadrant B (maintain performance) there are 5 (five) items that must be maintained and there are 5 (five) items in quadrant C (low priority) where the level of importance is low while the level of satisfaction performance is also low. In this quadrant there are several factors that are less important influence on consumers. But the company must always show something better. PT Angkasa Pura II (Persero) merupakan salah satu Badan Usaha Milik Negara (BUMN) yang bergerak dalam dalam bidang usaha pelayanan kebandarudaraan dan pelayanan jasa terkait bandar udara di Indonesia. PT Angkasa Pura II (Persero) mengelola beberapa Bandar Udara diantaranya adalah Bandar Udara Internasional Soekarno-Hatta. Bandar Udara Internasional Soekarno-Hatta memiliki 3 (tiga) Terminal penumpang yang terpisah yakni Terminal 1, Terminal 2 dan Terminal 3, untuk menghubungkan ketiga terminal tersebut digunakan moda transportasi berupa kereta layang. Kereta Layang merupakan salah satu angkutan umum massa, dimana dengan adanya kereta layang ini diharapkan pergerakan penumpang dari dan menuju bandar udara maupun perpindahan penumpang antar terminal Bandara Soekarno-Hatta lebih cepat dan tepat waktu. Dalam Tugas Akhir ini, untuk mengevaluasi waktu tempuh antar terminal Bandara Soekarno-Hatta pada moda transportasi kereta layang dan menganalisis kinerja moda transportasi kereta layang bagi pengguna jasa bandara dengan mengunakan uji Importance Peformance Analysis (IPA). Dari hasil analisis waktu tempuh masih terdapat gap antara waktu tempuh rencana dengan waktu tempuh realisasi, dimana Waktu tempuh realisasi dari Terminal 1 menuju Terminal 3 adalah 13:01menit, Terminal 1 ke Terminal 2 yaitu 06:50 menit dan dari Terminal 2 ke Terminal 3 adalah 06:10 menit, sedangkan waktu tempuh rencana dari Terminal 1 menuju Terminal 3 adalah 12:00 menit, Terminal 1 ke Terminal 2 yaitu 06:00 menit dan dari Terminal 2 ke Terminal 3 adalah 06:00 menit.. Selanjutnya pada hasil analisis kepuasan pengguna jasa bandara dengan uji Importance Peformance Analysis (IPA), pada kuadran B (Pertahankan kinerja) ada 5 (lima) item yang harus dipertahankan dan terdapat ada 5 (lima) item pada kuadran C (Prioritas rendah) dimana tingkat kepentingan rendah sedangkan tingkat kepuasan kinerja juga rendah. Pada kuadran ini terdapat beberapa faktor yang kurang penting pengaruhnya bagi konsumen. Namun perusahaan harus selalu menampilkan sesuatu yang lebih baik. Kata kunci : bandar udara, kereta layang, Importance Peformance Analysis (IPA), pengguna jasa kebandarudaraan.
