Abstract

Various efforts have a taken by the government to deal with Covid-19 including through social media Instagram. This study aims to determine the audience’s Interpretation oth the Covid-19 Vaccination policy on the Ministry of Communication and Informatics Intagram account. The literature review consists of five previous studies . Theoretical studies in this research are communication, Public Relations, Reception Theory, Stuart Hall Encoding-Decoding Process, New Media, Instagram, and Public Policy. In the encoding-decoding process, audiences can be categorized into 3 positions, namely Dominant Hegemoni, Negotiated, Oppositional. This Study uses constructivist research paradigm, with a qualitative approach through reception analysis research methods. This research subjects consist of 8 informants. Data collections techniques include primary data in the form of in depth interviews and secondary data in the form of literature reviews from websites, news portals, online books, journals and articles. The data analysis technique uses data reduction, data presentations and conclusion drawing. And data validity techniques using data source triangulations. The Results of the study indicate that in messages regarding policies and the implementation of Covid-19 vaccination, informants tend to be in a dominant position, while messages regarding handling tends tp vary whether it is dominant, negotiating or opposition. Keywords: Interpretation, Audience, Vaccination Policy, Reception Analysis, Kemenkominfo, Instagram Berbagai upaya telah ditempuh oleh pemerintah untuk menangani Covid- 19 termasuk melalui media sosial instagram, Penelitian ini bertujuan untuk mengetahui Interpretasi khalayak terkait Kebijakan Vaksinasi Covid-19 Pada akun Instagram Kemenkominfo. Tinjauan pustaka terdiri dari lima penelitian terdahulu. Kajian teoritis dalam penelitian ini adalah Komunikasi, Public Relations, Teori Resepsi, Proses Encoding-Decoding Stuart Hall, New Media, Instagram dan Kebijakan Publik. Pada proses encoding-decoding khalayak dapat dikategorikan ke dalam 3 posisi yaitu, Dominant Hegemoni, Negotiated, dan Oppositional. Penelitian ini menggunakan paradigma penelitian konstruktivis, dengan pendekatan kualitatif melalui metode penelitian analisis resepsi. Adapun subjek penelitian terdiri dari 8 Informan. Teknik pengumpulan data meliputi data primer berupa wawancara mendalam dan data sekunder berupa tinjauan literatur dari website, portal berita, buku online, jurnal dan artikel. Teknik analisis data menggunakan Reduksi data, penyajian data dan penarikan kesimpulan. dan teknik keabsahan data menggunakan Triangulasi sumber data. Hasil Penelitian menunjukkan bahwa pada pesan mengenai kebijakan dan pemberlakuan Vaksinasi Covid-19 informan cenderung dalam posisi Dominan sedangkan pada pesan mengenai penanganan cenderung bervariasi baik itu dominan, negosiasi maupun oposisi.
