Abstract

Economic development that is not in line with expectations makes the existing business competition even harder. The use of space and buildings owned by the company must be maximized in accordance with the function and purpose to get added value. One of them is by revitalizing or renovating the property of hotel buildings that are not in accordance with the needs of customers in the present. In the process of construction work, there are several interdependent stages. Cost planning is one of the most important factors in the planning process of a construction project. Cost planning can provide an overview of the costs needed by the owner or investor to carry out construction projects. With this budget value, the owner can calculate the value of the investment planted up to the profit values later. The purpose and objective of this study is to analyze the amount of the total cost of renovating or revitalizing a hotel building planned by the owner. Investment costs budgeted by the previous owner based on the price range per unit area (m2) Gross Floor Area (GFA) refers to previous projects. Planning analysis is done by analyzing unit prices according to SNI or analysis commonly used by QS consultants and entering budgets into cost group items or cost elements. The results of data analysis can show the total value of the budget plan costs with several cost range formats for each element or cost item. The analysis shows the percentage of the amount of each element of the cost to the total cost and each element of the GFA. The amount of the investment cost can be issued in accordance with the contractor's payment planning schedule (term). The results of the study obtained a total planning value of Rp. 138,274,572,209,- and with a building area of 16,555.31 m2, the value per m2 is obtained as much as Rp. 8,352,279,-. The difference between the initial planning value and the results of the study is Rp. 9,754,572,209,- - or 7.59%. Keywords: cost planning, estimation, SNI analysis, renovation project Perkembangan ekonomi yang tidak sesuai dengan harapan membuat persaingan bisnis yang ada semakin berat. Pemanfaatan ruang dan bangunan yang dimiliki oleh perusahaan harus dapat dimaksimalkan sesuai dengan fungsi dan tujuannya untuk mendapatkan nilai tambah. Salah satunya dengan merevitalisasi atau merenovasi properti atau gedung hotel yang sudah tidak sesuai dengan kebutuhan pelanggan pada masa sekarang. Dalam proses perkerjaan proyek konstruksi terdapat beberapa tahapan yang saling bergantung. Perencanaan biaya adalah salah satu faktor terpenting dalam proses perencanaan suatu proyek konstruksi. Perencanaan biaya dapat memeberikan gambaran biaya yang dibutuhkan oleh owner atau investor untuk melaksanakan proyek konstruksi. Dengan nilai anggaran ini juga owner dapat menghitung nilai investasi yang di tanamkan sampai dengan nilai-nilai keuntungan nantinya. Maksud dan tujuan penelitian ini adalah menganalisis besaran nilai total biaya renovasi atau revitalisasi sebuah bangunan gedung hotel yang direncanakan oleh owner. Biaya investasi yang dianggarkan oleh owner sebelumnya berdasarkan range harga per satuan luas (m2) Gross Floor Area (GFA) mengacu pada proyek-proyek sebelumnya. Analisis perencanaan dilakukan dengan menganalisis harga satuan sesuai SNI atau analisa yang biasa dipakai konsultan QS dan memasukkan anggaran kedalam pos-pos kelompok biaya atau elemen biaya. Hasil dari analisa data dapat menunjukan nilai total rencana anggaran biaya dengan beberapa format range biaya pada masing-masing elemen atau pos biaya. Analisis menunjukkan prosentase besaran masing-masing elemen biaya terhadap total biaya dan masing-masing elemen terhadap GFA. Besaran nilai biaya investasi dapat dikeluarkan sesuai dengan jadwal perencanaan pembayaran kontraktor (termin). Hasil dari penelitian didapatkan nilai total perencanaan sebesar Rp. 138.274.572.209 dan dengan luas bangunan sebesar 16.555,31 m2 maka, didapat nilai per m2 adalah sebesar Rp. 8.352.279. Selisih nilai perencanaan awal dengan hasil penelitian adalah sebesar Rp. 9.754.572.209,- atau sebesar 7,59 %. Kata Kunci : Perencanaan biaya, Estimasi, Analisa SNI, Proyek renovasi
