Abstract

Secretariat of Vice President is a governmental institution having responsibility in providing technical supports and administrative services to the Vice President. Based on performance as stated in Accountability Report of Governmental Institution Performance (LAKIP) 2009, Secretariat of Vice President reaches the average of 94,43 % and categorized as “very successful”. The objective of this research are to measure the influence of transformational leadership toward performance, the influence of achievement motivation toward performance, and the influence of transformational leadership altogether with achievement motivation toward the performance. This research is such a quantitative analysis with the populations are Echelon II, Echelon III, Echelon IV officers as well as technical employees the total amount of which is 393. Using Slovin Formula, 78 persons are made as samples which are analyzed with multi-linear regression analysis. The result of the research showed that transformational leadership provided significant influence toward the performance, achievement motivation provided significant influence toward the performance, and transformational leadership altogether with achievement motivation provided significant influence toward the performance with the determinant coefficient of 0.857. Furthermore, the writer proposed that for academic interest that the concept of transformational leadership, achievement motivation, and employees’ performance should be refered for future researches. As for the practical purpose, in order to improve the performance of the employees the writer proposed that the officials in Secretariat of Vice President should improve their transformational leadership competency. Programs of activities and improvement of the system should also be conducted in order to improve the employees’ achievement motivation.Sekretariat Wakil Presiden adalah lembaga pemerintah yang bertanggung jawab memberikan dukungan teknis dan pelayanan administrasi kepada Wakil Presiden. Hasil evaluasi kinerja dalam Laporan Akuntabilitas Kinerja Sekretariat Wakil Presiden Tahun 2009 mencapai rata-rata 94,43% dengan kategori “Sangat Berhasil”. Tujuan penelitian untuk mengetahui pengaruh kepemimpinan transformasional terhadap kinerja, pengaruh motivasi berprestasi terhadap kinerja, dan pengaruh kepemimpinan transformasional dan motivasi berprestasi secara bersama-sama terhadap kinerja. Penelitian ini merupakan analisis kuantitatif dengan populasi berjumlah 339 orang terdiri dari Pegawai Negeri Sipil Sekretariat Wakil Presiden Eselon II, Eselon III, Eselon IV, dan pegawai pelaksana. Dengan menggunakan rumus slovin diperoleh sampel sebanyak 78 orang yang pengambilan sampelnya menggunakan stratified random sampling, dan analisis data menggunakan analisis regresi linear ganda. Hasil penelitian menunjukkan kepemimpinan transformasional berpengaruh signifikan terhadap kinerja, motivasi berprestasi berpengaruh signifikan terhadap kinerja, serta kepemimpinan transformasional dan motivasi berprestasi secara bersama-sama berpengaruh signifikan terhadap kinerja dengan Koefisien Determinasi sebesar 0,857. Penulis mengajukan rekomendasi akademis yaitu agar konsep kepemimpinan transformasional, motivasi berprestasi, dan kinerja pegawai dapat dijadikan referensi penelitian lebih lanjut. Sedangkan rekomendasi praktisnya adalah agar pejabat di Sekretariat Wakil Presiden dapat meningkatkan kompetensi kepemimpinan transformasionalnya, selain itu perlu dilakukan pembenahan sistem dan berbagai kegiatan yang dapat meningkatkan motivasi berprestasi pegawai.
