Abstract

The high mobilization of people and goods in the Jabodetabek area causes the density of vehicles that meet the highway, so that the volume of vehicles becomes higher than the capacity of the road itself, congestion congestion can not be avoided. There is a need for a solution to these problems because transportation is the lifeblood of life and is the driving wheel of the economy. The airport is an important gateway connecting one country with the world. Said to be important because tucked inside the global economic movement. Without a maximum airport transportation mode, it is certain that it will cause ineffectiveness and negative impacts that will affect other sector activities. Accessibility to Soekarno-Hatta Airport is still dominated by Highway Transportation Modes, so that the travel time is often unpredictable. Increasing the number of vehicles is increasing day by day and road capacity continues to cause congestion on the toll road to Soekarno-Hatta Airport, various alternatives have been made by Government through Jasamarga such as Traffic Engineering / Contraflow but still does not solve the problem, not only the problem of congestion but also safety issues. One solution to overcome this problem is the rail transport as a combination of modes to the airport. The train is a mode of transportation that moves on the railroad (a separate lane with other modes) and is able to carry passengers with large capacity, so it is suitable for use as a solution to deal with congestion and can also provide certainty the time needed to get to the airport. The data needed to improve accessibility in supporting Soekarno Hatta Airport is primary data in the form of passenger survey results at Soekarno Hatta Airport Railway and Soekarno Hatta International Airport services using the questionnaire method (Barcode System). In addition, secondary data obtained from PT. Railink in data processing. The method used is the validity, reliability, normality and Importance Performance Analysis (IPA) analysis, Analysis of Transportation Mode Selection towards Soekarno Hatta Airport and State Preference using SPSS software. From the results of research and analysis conducted on the Soekarno Hatta Airport Railway service, the Government and PT. Railink as an operator needs to take strategic steps to improve services, so that the public can be interested in using the Airport Railway service, as well as the Central Government and Local Governments taking responsibility in optimizing the use of public mass transportation to Soekarno Hatta Airport. Tingginya mobilisasi orang dan barang di wilayah Jabodetabek menyebabkan padatnya kendaraan yang memenuhi Jalan Raya, sehingga volume kendaraan menjadi lebih tinggi dibanding kapasitas jalan itu sendiri, permalasahan kemacetan tidak bisa dihindari. Perlu adanya solusi atas permasalahan tersebut karena transportasi merupakan urat nadi kehidupan dan menjadi roda penggerak perekonomian. Bandara merupakan gerbang penting penghubung satu negara dengan dunia. Dikatakan penting karena terselip didalamnya pergerakan perekonomian secara global. Tanpa moda transportasi penghubung bandara yang maksimal dipastikan menimbulkan ketidakefektifan serta dampak- dampak negatif yang berimbas terhadap kegiatan sektor lainnya. Aksesibilitas menuju Bandara Soekarno Hatta kini masih didomnasi oleh Moda Transportasi Jalan Raya, sehingga seringkali waktu perjalanannya tidak dapat diprediksi peningkatan jumlah kendaraan yang kian hari semakin meningkat dan kapasitas jalan yang tetap menyebabkan kemacetan terjadi di jalan tol menuju Bandara Soekarno Hatta, berbagai alternatif telah dilakukan oleh Pemerintah melalui Jasamarga seperti Rekayasa Lalu Lintas/ Contraflow tetapi tetap saja tidak menyelesaikan masalah tersebut, bukan hanya masalah kemacetan tetapi juga masalah keselamatan. Salah satu solusi untuk mengatasinya adalah angkutan rel sebagai pemadu moda menuju bandara. Kereta api merupakan moda transportasi yang bergerak di jalan rel (jalur terpisah dengan moda lainnya) dan mampu mengangkut penumpang dengan kapasitas besar, sehingga sangat cocok digunakan sebagai solusi menangani kemacetan dan juga dapat memberikan kepastian waktu yang dibutuhkan untuk menuju ke bandara. Data yang diperlukan dalam melakukan Peningkatan Aksesibilitas dalam Mendukung Konektivitas Bandar Udara Soekarno Hatta ini adalah data primer berupa hasil survey penumpang di layanan Kereta Api Bandara Soekarno Hatta dan Bandara Internasional Soekarno Hatta dengan menggunakan metode kuesioner (Barcode System). Selain itu diperlukan juga data sekunder yang diperoleh dari PT. Railink dalam pengolahan data. Metode yang digunakan yaitu dengan pengujian Validitas, Reliabilitas, Normalitas dan Analisis Importance Performance Analysis (IPA), Analisis Pemilihan Moda Trasnportasi Menuju Bandara Soekarno Hatta dan State Preference menggunakan perangkat lunak SPSS. Dari hasil penelitian dan analisis yang dilakukan pada layanan Kereta Api Bandara Soekarno Hatta, maka Pemerintah dan PT. Railink sebagai operator perlu melakukan langkah strategis untuk meningkatkan pelayanan, sehingga masyarakat dapat tertarik untuk menggunakan layanan KA Bandara, serta Pemerintah Pusat dan Pemerintah Daerah ikut bertanggung jawab dalam upaya pengoptimalan penggunaan transportasi massal umum menuju Bandara Soekarno Hatta.
