Abstract
The application of new technology as a result of research and development carried out by the Research and Development Agency of the Ministry of Public Works and Public Housing is one of the efforts to meet the needs of technology in infrastructure development. Technology implementation activities in the Ministry of Public Works and Public Housing are carried out by the Center for Policy Research and Development and Application of Tenology. In its implementation, the implementation of technology implementation activities still faces many obstacles, one of which is the tender process. Among many factors, the Project Characteristics Factor, the Capability of the Contractor and the Application of New Technology are factors that influence whether the contractor will continue or stop the tender process. This research is based on a sample of respondents from related parties including goods / service providers (contractors), work owners and groups of goods / services procurement units. The results of the data obtained were analyzed with the partial least-squares structural equation model (PLS-SEM). Analysis shows that the Contractor's Ability factor has the greatest influence on the Tender Process. This means that the contractor's resources are the main force to carry out the project which is marked from the tender process to the implementation of the tender, so that it is not too dependent on other parties. Thus, it can be concluded that consideration of ownership of contractor resources becomes a factor for contractors to continue the tender process which is followed by submitting bids supported by the availability of Equipment, Materials and Experts who are qualified in their fields. Keyword: Participate in the Tender Process; Ability of Contractor; Project Characteristic; and Implementation of New Technology Penerapan teknologi baru sebagai hasil penelitian dan pengembangan yang dilakukan oleh Badan Penelitian dan Pengembangan Kementerian Pekerjaan Umum dan Perumahan Rakyat merupakan salah satu upaya untuk memenuhi kebutuhan teknologi dalam pembangunan infrastruktur. Kegiatan penerapan teknologi di Kementerian Pekerjaan Umum dan Perumahan Rakyat dilaksanakan oleh Pusat Penelitian dan Pengembangan Kebijakan dan Penerapan Teknologi. Dalam pelaksanaannya, implementasi kegiatan penerapan teknologi masih menghadapi banyak kendala, salah satunya adalah proses tender. Diantara banyak variabel, Variabel Karakteristik Proyek, Kemampuan Kontraktor dan Penerapan Teknologi Baru menjadi variabel-variabel yang mempengaruhi apakah kontraktor akan melanjutkan atau menghentikan proses tender. Penelitian ini didasarkan pada sampel responden dari pihak terkait termasuk penyedia barang/jasa (kontraktor), pemilik pekerjaan dan kelompok unit pengadaan barang/jasa. Hasil data yang diperoleh dianalisis dengan model persamaan struktural kuadrat-terkecil parsial (PLS-SEM). Analisis menunjukkan bahwa variabel Kemampuan Kontraktor memiliki pengaruh terbesar pada Proses Tender. Ini berarti bahwa sumber daya kontraktor adalah kekuatan utama untuk melaksanakan proyek yang ditandai dari mulai proses tender sampai pelaksanaan tender, sehingga tidak terlalu tergantung pada pihak lain. Dengan demikian, dapat disimpulkan bahwa pertimbangan kepemilikan sumber daya kontraktor menjadi faktor bagi kontraktor untuk melanjutkan proses tender yang diikuti dengan mengajukan penawaran didukung dengan ketersediaan Peralatan, Material serta Tenaga Ahli yang mumpuni di bidangnya.
