Abstract

DKI Jakarta is the center of government with all its city activities. Population growth that requires high mobility using inadequate public transportation facilities with people using private vehicles is increasing congestion in almost all areas in the capital. The congestion that occurred in DKI Jakarta, especially on the S Parman road (Tomang intersection - KS Tubun intersection) West Jakarta, has exceeded the fairness threshold, causing the performance of the people of DKI Jakarta to decline. Due to the ever-increasing volume of vehicles every year and therefore the Odd-Even system is implemented as a solution to unravel congestion. Data Analysis Method used in this study is a quantitative method concerning the effectiveness and satisfaction of the performance of the Parman section of the road which is applied odd-even, used the Indonesian Road Capacity Manual (MKJI 1997) and the Likert Scale. From the results of research and data analysis, to find out the level of effectiveness and level of community satisfaction with the Odd-Even system, the following things are suggested: for the level of road service after the Odd-Even system, which is LOS (B), it means that the flow is stable , for the level of service of roads that do not have Odd-Even which is worth (C) means that it approaches the unstable flow of low speed and for the level of community satisfaction of the facilities and application of this system from the results of the questionnaire and the opinions of 101 respondents expressed satisfaction with the Odd-system Even this, So the level of service of the S Parman road section that is applied to the Odd-Even system and the level of community satisfaction on the odd-even system is already effective and satisfied, compared to the S Parman road section that does not apply the Odd-Even system is ineffective. Keywords: Odd-Even Systems, Congestion, MKJI (1997) DKI Jakarta merupakan kota pusat pemerintahan dengan segala aktifitas kotanya. Pertambahan penduduk yang tinggi menuntut mobilitas yang tinggi dikarenakan sarana transportasi umum yang belum memadai maka masyarakat lebih banyak menggunakan kendaraan pribadi sehingga mengakibatkan kemacetan di hampir semua wilayah di Ibukota. Kemacetan yang terjadi di DKI Jakarta khususnya pada jalan S Parman (simpang jalan Tomang – simpang jalan KS Tubun) Jakarta Barat, sudah melampaui ambang batas kewajaran sehingga menyebabkan kinerja masyarakat DKI Jakarta menjadi menurun. Dikarenakan terus meningkatnya volume kendaraan disetiap tahunnya dan oleh sebab itu diberlakukan sistem Ganjil-Genap sebagai solusi untuk mengurai kemacetan. Metode Analisis Data yang digunakan dalam penelitian ini adalah metode kuantitatif mengenai ke efektifan dan kepuasaan kinerja ruas jalan S Parman yang diberlakukan Ganjil-Genap, digunakan Manual Kapasitas Jalan Indonesia (MKJI 1997) dan Skala Likert. Dari hasil penelitian dan analisis data, untuk mengetahuin tingkat ke efektifan dan tingkat kepuasaan masyarakat terhadap sistem Ganjil-Genap maka disarankan hal-hal sebagai berikut: untuk tingkat pelayanan ruas jalan setelah adanya sistem ganjil Ganjil-Genap yaitu bernilai LOS (C) artinya arus stabil, untuk tingkat pelayanan ruas jalan yang tidak ada Ganjil-Genap yaitu bernilai (D) artinya mendekati arus yang tidak stabil kecepatan rendah dan untuk tingkat kepuasaan masyarakat terhadap fasilitas dan penerapan sistem ini dari hasil kuisioner dan pendapat dari 101 responden menyatakan puas terhadap sistem Ganjil-Genap ini, Jadi tingkat pelayanan ruas jalan S Parman yang diberlakukan sistem Ganjil-Genap dan tingkat kepuasaan masyarakat terhadap sistem ganjil genap sudah efektif dan puas, dibandingkan dengan ruas jalan S Parman yang tidak diberlakukanya sistem Ganjil-Genap sudah tidak efektif.
