Abstract

During the construction project implementation period, there is often a mismatch between the planned schedule and the realization in the field, which can lead to additional implementation time and implementation cost swelling so that project completion is hampered. Therefore the need to control time and costs on the project so that it can run according to plan. In this research, cost and time control will be carried out using the earned value concept method in the construction project of Dewi Sri Karawang Hospital - West Java. By using the method of the concept earned value of these results can predict the progress of time and cost the project. The data needed in this method are the plan time / S-curve, RAB, weekly plan progress, weekly realization progress and actual costs is processed and analyzed using Earned Value indicators to produce a performance index or project performance index. Then identify the factors that influence these values. The results of the study of week 28 for Estimate All Schedule (EAS) is 37 weeks and the Estimated All Cost (EAC) is Rp. 16.293.875.575. The biggest factors that cause delays, namely the issue of changes in planning / design factors, field conditions (On Site) do not support and hinder work, delays in delivery / procurement of materials and delays in work done and materials supplied by the owner. Keywords: Cost, Time, Earned Value Pada masa pelaksanaan proyek konstruksi sering terjadi ketidaksesuaian antara jadwal rencana dan realisasi di lapangan yang dapat mengakibatkan pertambahan waktu pelaksanaan dan pembengkakan biaya pelaksanaaan sehingga penyelesaian proyek menjadi terhambat. Maka dari itu perlunya pengendalian waktu dan biaya pada proyek agar dapat berjalan sesuai dengan rencana. Pada penelitian ini akan dilakukan pengendalian biaya dan waktu dengan menggunakan metode konsep nilai hasil pada proyek pembangunan Rumah Sakit Dewi Sri Karawang – Jawa Barat. Metode penelitian dengan pendekatan Deskriptif Kuantitatif sangat mendukung dalam pembuatan penelitian dengan peninjauan kinerja proyek dengan metode Earned Value. Data yang diperlukan dalam metode ini yaitu waktu rencana/Kurva-S, RAB, progress rencana mingguan, progress realisasi mingguan dan biaya aktual diolah dan dianalisis menggunakan indikator – indikator Earned Value sehingga menghasilkan suatu indeks performansi atau indeks kinerja proyek. Kemudian mengidentifikasi faktor – faktor yang mempengaruhi nilai – nilai tersebut. Hasil penelitian pada minggu ke – 28 Total waktu penyelesaian seluruh pekerjaan (EAS) adalah 37 minggu dan Total Biaya yang dibutuhkan untuk menyelesaikan seluruh pekerjaan (EAC) adalah sebesar Rp. 16.293.875.575,-. Adapun faktor terbesar yang menyebabkan keterlambatan yaitu isu perubahan perencanaan/disain faktor kondisi Lapangan (On Site) tidak mendukung dan menghambat pekerjaan, keterlambatan pengiriman/pengadaan material dan terlambatnya pekerjaan yang dikerjakan dan material yang di supply by owner.
