Abstract
Area Pengatur Distribusi (APD) is part of PT PLN (Persero) Distribution Jakarta Raya, which served to manage and setting up a network distribution of electricity voltage 20kV in Jakarta. To manage and setting up the network 20kV of PLN APD, it takes Supervisory Control And Data Acquisition System (SCADA). With Supervisory Control And Data Acquisition (SCADA) System, the 20KV network can be controlled and monitored remotely to speed up the process of normalizing the interruption / recovery time. SCADA is said to be fastidious if it goes well. Main indicator of SCADA is said to be reliable in its telecommunication system. So, it is necessary improvement on the telecommunications side to see many disturbances that occur today. There are several data communication media in Area Pengatur Distribusi (APD), including fiber optic, radio data and provider. At the moment, the problem appears on the radio data communication link that still passes the RTU Concentrator. This causes the performance of the radio data depend on the RTU Concentrator. Therefore, the reconfiguration project of radio data network link from the RTU concentrator to the master station will affect the availability and reliability of SCADA Telecommunication System Area Pengatur Distribusi (APD). With the implementation of reconfiguration radio data links can accelerate the process of reducing the MTTR (Mean Time To Repair) of 650.35 minutes in 2016 which amounted to 819 minutes until 2018 which amounted to 268.7 minutes. One way to decrease the MTTR is through the implementation of reconfiguration radio data link, so the availability is reached up to 99.58% in March 2018. Area Pengatur Distribusi (APD) merupakan salah satu unit kerja dari PT PLN (Persero) Distribusi Jakarta Raya yang bertugas untuk mengelola dan mengatur jaringan distribusi tenaga listrik tegangan 20kV di Wilayah Jakarta Raya. Untuk mengelola dan mengatur jaringan tegangan 20kV PLN APD dibutuhkan Supervisory Control And Data Acquisition System (SCADA). Dengan Supervisory Control And Data Acquisition (SCADA) System, jaringan 20KV dapat dikendalikan dan dimonitor dari jarak jauh sehingga mempercepat proses penormalan gangguan / recovery time. Agar fungsinya berjalan dengan baik maka sistem SCADA harus handal. Indikator utama SCADA dikatakan handal adalah di sistem telekomunikasinya. Sehingga sangat diperlukan perbaikan di sisi telekomunikasi melihat banyak gangguan yang terjadi saat ini. Terdapat beberapa media komunikasi data di Area Pengatur Distribusi (APD), antara lain fiber optik, radio data dan provider. Saat ini permasalahan muncul pada link komunikasi radio data yang masih melewati RTU Konsentrator. Hal ini menyebabkan kinerja radio data bergantung pada RTU Konsentrator. Oleh karena itu dibuatlah project rekonfigurasi link media radio data dari RTU konsentrator ke master station yang akan mempengaruhi availability dan kehandalan sistem telekomunikasi SCADA Area Pengatur Distribusi (APD). Dengan diimplementasikannya rekonfigurasi link media radio data dapat mempercepat proses penurunan MTTR (Mean Time To Repair)sebesar 650,35 menit pada tahun 2016 yaitu sebesar 819 menit sampai dengan tahun 2018 yaitu sebesar 268,7 menit. Salah satu cara untuk menurunkan MTTR adalah dengan dilaksanakannya rekonfigurasi link media radio data sehingga lambat laun availability tercapai hingga 99,58% di Bulan Maret 2018.
