Abstract

Government Internal Control System (ICS) stipulated in Government Regulation No. 60 of 2008 has an important role for any government agencies to provide adequate confidence in the achievement of organization goals. The implementations of ICS is expected to minimize the risks that could hamper the achievement of the government agencies goals that have been determined. This study aims to gain an overview of the implementation of Government Internal Control System, to analyze the effectiveness and obstacle in the implementation of Government Internal Control System (ICS) in the management of government assistance in the Ministry of Youth and Sports. This type of research used in this research is descriptive qualitative research case study. The data collection techniques exercised in this study were interviews, observation and document. The data obtained and analyzed in our model using Internal Control System elements by COSO to be modified in accordance with the working unit. This study demonstrate that the Internal Control System (ICS) in the management of government assistance in the Ministry of Youth and Sports council financial management included in the category quite effective. Keywords: Government Internal Control System, Effectiveness ICS, COSO Sistem Pengendalian Intern Pemerintah (SPIP) yang diatur dalam Peraturan Pemerintah Nomor 60 tahun 2008 memiliki peran penting bagi setiap intansi pemerintah untuk memberikan keyakinan yang memadai dalam pencapaian tujuan organisasi. Penerapan SPIP diharapkan dapat meminimalisir risiko yang dapat menghambat pencapaian tujuan instansi pemerintah yang telah ditetapkan. Penelitian ini bertujuan untuk memperoleh gambaran tentang penerapan Sistem Pengendalian Intern Pemerintah, menganalisis efektivitas dan hambatan implementasi Sistem Pengendalian Intern Pemerintah dalam pengelolaan bantuan pemerintah di Kementerian Pemuda dan Olahraga. Jenis penelitian yang digunakan adalah penelitian kualitatif deskriptif dengan metode penelitian studi kasus. Teknik pengumpulan data yang digunakan dalam penelitian ini adalah wawancara, observasi dan dokumen. Data yang diperoleh kemudian dianalisa menggunakan unsur-unsur system pengendalian intern dalam model penelitian COSO dengan dimodifikasi sesuai dengan unit kerja. Hasil penelitian ini membuktikan bahwa tingkat efektivitas sistem pengendalian intern pemerintah pada pengelolaan bantuan pemerintah di Kementerian Pemuda dan Olahraga masuk dalam kategori cukup efektif.
