Abstract

The signalized intersection at the Pahlawan APILL Intersection, Bandung City is a meeting between Jalan Pahlawan and Jalan Surapati, with Jalan Surapati as the main road with National Road status. The activity in this area is quite high, causing congestion and long queues, especially during peak hours, coupled with unruly driver behavior, so it is necessary to analyze the performance of the signalized intersection and road sections in this area and determine several alternative solutions to reduce problems in this area. The analysis method used uses the Indonesian Road Capacity Guidelines (PKJI 2023) method to process primary data collected based on field surveys in the form of road geometric data, traffic volume, signal cycle time, side obstacles, vehicle speed and secondary data in the form of location maps, amount of data population of Bandung City and road administration data, so as to obtain values for the degree of saturation, queue length, delays, as well as the level of service from the APILL intersection and the degree of saturation, as well as free flow speed for road sections. The results of the analysis of the existing conditions of Surapati Road Segment resulted in a degree of saturation of 0.87 and a free flow speed of 44.52 km/h, while for the APILL Pahlawan Intersection with the afternoon peak hour, the degree of saturation value was obtained from the range of 0.604 - 1.40 and the average intersection delay value was 167.03 sec/SMP with a level of service value of “F”. Alternative solutions to the completion of the Surapati Road Section by widening the sidewalk and minimizing side obstacles in the Surapati Road segment resulted in a degree of saturation value of 0.73 and the free flow speed increased to 53 km/hour. As for the APILL Pahlawan Intersection, there were three alternative solutions to solve the problem, but only two alternative solutions succeeded in improving the level of service, with several sets of alternatives used by changing the phase and cycle time of the signal, minimizing side obstacles, widening the approach arm, and even adding a flyover. The second alternative solution resulted in a degree saturation value of 0.847 for all approaches, with an average intersection delay value of 54.29 sec/SMP, with the level of service increasing to “E” and the third alternative solution resulted in a range of intersection saturation degree values of 0.511 - 0.641 and an alternative section of adding a flyover of 0.81, with an average intersection delay of 21.75 sec/SMP, so the level of service increased to “C”. Persimpangan sebidang bersinyal di Simpang APILL Pahlawan, Kota Bandung yang merupakan pertemuan antara Jalan Pahlawan dengan Jalan Surapati, dengan Ruas Jalan Surapati sebagai jalan utama dengan status Jalan Nasional. Aktivitas di kawasan ini termasuk cukup tinggi, menyebabkan kemacetan dan antrian yang cukup panjang terutama pada jam-jam sibuk, ditambah dengan perilaku pengendara yang tidak tertib, sehingga diperlukan analisis kinerja dari simpang bersinyal dan ruas jalan di kawasan ini dan menentukan beberapa alternatif solusi untuk mengurangi permasalahan di kawasan ini. Metode analisis yang digunakan menggunakan metode Pedoman Kapasitas Jalan Indonesia (PKJI 2023) untuk mengolah data primer yang dikumpulkan berdasarkan survei lapangan berupa data geometrik jalan, volume lalu lintas, waktu siklus sinyal, hambatan samping, kecepatan kendaraan dan data sekunder berupa peta lokasi, data jumlah populasi Kota Bandung dan data administratif jalan, sehingga mendapatkan nilai derajat kejenuhan, panjang antrian, tundaan, serta tingkat pelayanan dari simpang APILL dan derajat kejenuhan, serta kecepatan arus bebas untuk ruas jalan. Hasil analisis kondisi eksisting Ruas Jalan Surapati menghasilkan derajat kejenuhan 0,87 dan kecepatan arus bebas 44,52 km/jam, sedangkan untuk Simpang APILL Pahlawan dengan peak hour sore didapatkan nilai derajat kejenuhan dari rentang 0,604 – 1,40 dan nilai tundaan simpang rata-rata 167,03 det/SMP dengan nilai tingkat pelayanan adalah “F”. Alternatif solusi penyelesaian Ruas Jalan Surapati dengan memperlebar trotoar dan meminimalkan hambatan samping di segmen ruas Jalan Surapati menghasilkan nilai derajat kejenuhan 0,73 dan kecepatan arus bebas meningkat menjadi 53 km/jam. Sedangkan untuk Simpang APILL Pahlawan terdapat tiga alternatif solusi untuk menyelesaikan permasalahan, namun hanya dua alternatif solusi yang berhasil meningkatkan tingkat pelayanan, dengan beberapa rangkaian alternatif yang digunakan dengan mengubah fase dan waktu siklus sinyal, minimalisasi hambatan samping, pelebaran lengan pendekat, bahkan dengan penambahan jalan layang (fly over). Alternatif solusi kedua menghasilkan nilai derajat kejenuhan 0,847 untuk semua pendekat ,dengan nilai tundaan simpang rata-rata 54,29 det/SMP, dengan tingkat pelayanan meningkat menjadi “E” dan Alternatif solusi yang ketiga menghasilkan rentang nilai derajat kejenuhan simpang 0,511 - 0,641 dan ruas alternatif penambahan jalan layang (fly over) 0,81 , dengan tundaan simpang rata-rata 21,75 det/SMP, sehingga tingkat pelayanan meningkat menjadi “C”.
