Abstract
The Ministry of Public Works and Public Housing (PUPR) tries to carry out infrastructure development evenly throughout Indonesia. The construction of Overpass in Pagedangan Tangerang is one of the major infrastructure projects undertaken by Sinarmas Land. However, the implementation of the Project is experiencing delays in its implementation with a delay deviation until the 39th week reaching 30.00%. Controlling the cost and time performance of the project implementation is needed. The methods used in this research are Earned Value Method and Earned Schedule Method. The data required by these two methods are RAB, S Curve, and Progress Report. From the results of data processing it is known that the project was delayed for 18 weeks but the estimated total cost incurred did not exceed the plan cost. The estimated total cost until the end of the project of Rp57,677,493,018,- can save Rp2,323,748,744,-. Many factors that cause delays in project management were collected through questionnaires to 30 respondents involved in the project. The data collected was then analyzed using SPSS 25 software. The results of the analysis show that the dominant factors are as follows: The owner's payment system to the contractor that is not in accordance with the contract, delays in decision making by the owner, coordination between the owner and the contractor, characteristics of the owner, and coordination between the contractor and the mandor or handyman. Keywords : Earned Value, Earned Schedule, Cost Performance, Time Perfomance, Overpass Kementerian Pekerjaan Umum dan Perumahan Rakyat (PUPR) berupaya melakukan pembangunan infrastruktur secara merata di seluruh Indonesia. Pembangunan Overpass di Pagedangan Tangerang merupakan salah satu proyek infrastruktur besar yang dikerjakan oleh Sinarmas Land. Namun, pelaksanaan Proyek mengalami keterlambatan dalam pelaksanaannya dengan deviasi keterlambatan sampai minggu ke-39 mencapai 30,00%. Dibutuhkan upaya pengendalian kinerja biaya dan waktu pelaksanaan proyek tersebut. Metode yang digunakan dalam penelitian ini adalah Metode Earned Value dan Metode Earned Schedule. Data yang diperlukan kedua metode ini adalah RAB, Kurva S, dan Progress Report. Dari hasil pengolahan data diketahui bahwa proyek mengalami keterlambatan selama 18 minggu tetapi estimasi total biaya yang dikeluarkan tidak melebihi biaya rencana. Perkiraan total biaya sampai dengan akhir proyek sebesar Rp57.677.493.018,- dapat menghemat sebesar Rp2.323.748.744,- Banyak faktor yang menyebabkan keterlambatan dalam pelaksanaan proyek yang kemudian dikumpulkan melalui kuesioner kepada 30 responden yang terlibat dalam proyek tersebut. Data yang dikumpulkan kemudian dianalisis menggunakan software SPSS 25. Hasil analisis menunjukkan faktor-faktor dominan adalah sebagai berikut: Sistem pembayaran owner kepada kontraktor yang tidak sesuai dengan kontrak, keterlambatan dalam pengambilan keputusan oleh owner, koordinasi antara pihak owner dan kontraktor, karakteristik pihak owner, dan koordinasi antara kontraktor dan mandor atau tukang.
